Mayor Johnson recessed the regular Council meeting and called to order at 8:30 <br />the public hearing on vacation of public easements in proposed White Oak Estates <br />Third Addition. <br />Ron Murphy, surveyor for Comstock and Davis, explained that four street easements <br />in the White Oak Estates Third Addition, at 84th Avenue N.E. and Pleasant View <br />Drive, are unnecessary, as they were taken some time ago when a different street <br />alignment was anticipated. Further, the easement for the existing street was <br />recorded with a slight error (called for a 90° angle and the underlying description <br />called for 89 °,40 min.20 sec) and this needs to be corrected prior to filing the <br />final plat. Mr. Murphy discussed it with the surveyor for Ramsey County and he <br />suggested vacating the easements and then the city will get it back in the plat. <br />Rodney Erickson, 8418 Spring Lake Rd., stated that his property abuts the proposed plat. <br />MSP (Hodges - Shelquist) to approve Resolution #721, as presented, vacating certain <br />easements on 84th Avenue N.E. and Pleasant View Drive. <br />MSP (Johnson - Hodges) to amend the main motion, approving the resolution by adding <br />that this is subject to the city receiving in final recordable form, with all of <br />its required documents, the new easements which are to be granted, by the affected <br />property owners. 5 ayes <br />The vote was taken on the main motion as amended. <br />Ad. Achen stated that it is appropriate to indicate to the property owners that the <br />costs of this work will be requested to be paid by them. <br />Robert Carlson stated that he was in agreement with that. <br />5 ayes <br />MSP ( Shelquist- Baumgartner) to adjourn the special hearing. 5 ayes <br />The regular Council meeting was reconvened at 8:50 pm. <br />Resolution supporting application for funds to construct bandshell at Lakeside Park. <br />Councilman Pickar gave the background for the above, stating that it would be <br />bicentennial funds being spent for the bandshell, and that the Bicentennial Commission <br />of Spring Lake Park had picked the above as a special project. He felt it would be <br />a good addition to the park. The resolution is looking for moral support from the <br />Council. <br />Mayor Johnson objected to the distinct comments about this park being Spring Lake Park's <br />"central park" and asked if the Lakeside Park Commission would become liable for <br />any costs incurred? <br />Councilman Pickar replied that Lakeside Park would have no expenses whatsoever, except <br />possibly for electricity. <br />Mayor Johnson asked who was liable for architectural fees if funding does not ccxne <br />through? Councilman Pickar replied that nothing has been signed and we have no obligation <br />for money. <br />Councilman Shelquist mentioned that it might be to our advantage not to have Mounds View <br />mentioned too directly because of our application to HUD for a block grant and Ad. Achen <br />explained that this was not the same thing -- this is not a block grant application. <br />MSP ( Shelquist- Hodges) to approve Resolution # 722 5 ayes <br />
