Administrator's Report <br />April 9, 1976 <br />Order of voting: Councilman Shelquist <br />Councilman Hodges <br />Councilman Baumgartner <br />Councilman Pickar <br />Mayor Johnson <br />AGENDA 4/12/76 Council meeting: <br />Item 4. Melby subdivision meets Planning Commission stipulations; <br />recommend approval with requirement of grade plan before <br />issuance of building permit. <br />Item 5. Recommend accept Planning Commission stipulations for Moschkau <br />subdivision: require 5 -foot utility easements on back lot <br />lines and removal of shed before signing of deed. <br />Item 6. Recommend accept Planning Commission stipulations for Sakariason <br />major subdivision; development contract should be required <br />to assure removal of existing house and garage by July 1 or <br />when he moves into his new home. <br />Item 7. Letters with copy of Comprehensive Plan brochure sent to <br />League of Women Voters, Lions, Jaycees, Mounds View Businessmen <br />and newspapers. Article in newsletter which hopefully will <br />be delivered Monday. <br />Item 8. Petition for construction of Edgewood Drive between Co. Rd. I <br />and Hillview probably should be referred to staff (a) to <br />determine legality, (b) to review previous feasibility <br />studies made when sewer and water installed there, and (c) <br />to recommend whether to commence formal feasibility study. <br />Item 9. Development Controls Ordinance reviewed at April 5 agenda session. <br />Item 10. Subdivision Regulations Ordinance reviewed at April 5 agenda <br />session and revised according to Council's requests. See <br />memo attached. <br />Item 11. Memo from park director on tree removal contract for school <br />district property enclosed; recommend accept his suggestions. <br />Item 12. Memo from park director on general diseased tree removal <br />contract enclosed; recommend accept his suggestions including <br />designating alternate contractor. AAA has had some problems, <br />not excessive, but we want to be able to use another firm if <br />problems arise. <br />Item 13. Routine reapportionment resolutions. <br />Item 14. Recommend reappoint Jack Shields full -time tree inspector as <br />of March 23 to terminate October 15, 1976, wage $4.40 /hour. <br />I neglected to include this on March 22 agenda. <br />Item 15. List of parttime park and recreation personnel attached. <br />Item 16. Casci satisfactorily completes probationary period April 19; <br />recommend appointment as full -time regular employee. <br />Item 17. All licenses routine except Jaycee's peddler request to sell <br />honey for mentally retarded donations. <br />Item 19. Administrator's Report <br />a. Appoint delegates to Ramsey County League of Local Govts. <br />Gerald Johnson, Council delegate (voting) <br />Roger Baumgartner, Council delegate (alternate voting) <br />Mark Achen, Appointed staff delegate <br />b. Park five -year capital improvement plan should be formally <br />received by Council. <br />c. Schluter - Brogger final plat was submitted late today, so <br />not placed earlier on agenda which was already made up. <br />Staff has reviewed; it conforms to Council's approval of <br />preliminary plat. Recommend approval. <br />
