PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to <br />order by Mayor Johnson on April 12, 1976, at 8:15 p.m., at Mounds <br />View City Hall, 2401 Highway 10, Mounds View, MN 55112. <br />Present: Mayor Johnson Also present: Clerk - Admin. Achen <br />Councilman Hodges Atty. Meyers <br />Councilman Baumgartner Engineer Bearden <br />Councilman Pickar <br />Councilman Shelquist <br />MSP (Baumgartner - Shelquist) to approve the minutes of March 22, 1976, <br />regular meeting. 5 ayes <br />Citizen Comments and Suggestions. Dennis Smith, 5557 St. Stephens, <br />suggested that there should be a sidewalk between Quincy and Long <br />Lake Road on County Rd. I. He has no petition yet. Mr. Gustafson, <br />County Rd. I and Long Lake Rd., suggested they widen the street and <br />the speed limit should be reduced to 30 mph. After the blacktop is <br />there put a white line and designate that this is the bicycle and <br />pedestrian area. Something should be done before somebody gets <br />hurt. There are also no street lights. Don McNamara, 5551 St. <br />Stephens, stated that the kids have to walk four blocks on County <br />Rd. I and when it is plowed they are practically in the traffic. <br />Further, it is dark in the winter. <br />Councilman Baumgartner stated that Fridley has put the white lines <br />on Osborne Rd. but it doesn't seem to mean anything. Engineer Bearden <br />said that the general policy of the county is not to pay for sidewalks. <br />They allow the city to put sidewalks in if it doesn't interfere <br />with their expansion plans. MSA funds are available for sidewalks <br />in certain instances. <br />Mayor Johnson suggested researching the question to see if MSA funds <br />could be used. He would not want to jeopardize any funds but check <br />and get a reading on it. <br />Dennis Smith said that if they had it on the one side it would help. <br />Currently the women are forming a walk patrol to escort the children <br />to school. <br />Mayor Johnson stated that the problem is how to fund the project. <br />Further, you are going to have to have a petition from the residents <br />in this area. <br />Mayor Johnson recessed the regular meeting at 8:30 for the public <br />hearing on Selmer Sakariason major subdivision request for property <br />on Sunnyside Rd. between Ardan Ave. and County Rd. J. <br />Charles Buzzel, developer, stated that this is a subdivision of five <br />lots on Sunnyside. Presently there is a home and an out building <br />on the premises that will be removed. Lots will be 81 x 236. <br />
