-3- <br />Jim Benolkin, 7781 Groveland Rd., spoke regarding sudden enforce- <br />ment of the state motorcycle ordinance. The village has cut us <br />off completely and we want to know why. Our understanding is we <br />cannot ride without getting a tag. The police came to the field we <br />were riding in and showed us a paper to that effect. Admin. Achen <br />stated that is a state law and not a city law. <br />Mr. Benolkin said that the owner of the land said it was fine to <br />ride as long as we don't start a fire. We have talked to other <br />people and they have specific areas in the city designated for them <br />to ride by the city. Mayor Johnson told him that if it is not <br />our property we cannot designate that as a place to ride. We have <br />had calls about excessive noise. Mr. Benolkin replied that they <br />could put mufflers on and then it would not be noisy. They do not <br />ride close to the apartments and the traffic makes more noise than <br />the motorcycles. <br />Atty Meyers stated there are two laws involved: public nuisance and <br />permission from the owners of the property. <br />Mr. Benolkin asked if the city could give them a designated area. <br />A young man stated that a police officer had told him that the Scot- <br />land Green apartments were complaining. Atty Meyers told him that <br />they have this right. <br />Gene Evans, 5395 St. Stephen, stated that he was against motorcycles <br />unless driven in a designated area. If one of his grandchildren <br />stepped in front of them what is going to happen? He stated he has <br />tried to talk to them nicely and have been told to go to hell. A <br />percentage of bad ones are spoiling it for the good ones. He suggested <br />forming a cycle club and let them enforce the others. Mr. Gustafson, <br />County Rd. I and Long Lake Rd., said that he gave permission to kids <br />to run on his back lots. The neighbors complained and it was very <br />noisy. He also had a great rut in the ground. <br />Mayor Johnson stated that they ought to try to get permission to ride <br />where they want to ride. If you can't get permission, come up and <br />talk to the park director and maybe he could find a place for you to ride. <br />At 9:10 Mayor Johnson recessed the regular meeting again and called to <br />order the public hearing on the updating of the Mounds View Comprehensive <br />Plan. Mayor Johnson explained that the Planning Commission and the <br />City Council have spent many hours working with a professional planner <br />to revise, change and update the current plan. The purpose of this <br />meeting is to hear comments and questions on the new comprehensive <br />plan. He opened the meeting asking for questions from the floor. <br />Jerry Fahrmann, 7448 Spring Lake Rd., stated that he hadn't seen the <br />plan but wanted to know where there is a new development of any kind, <br />if there are provisions for holding water. Mayor Johnson replied <br />that there is presently a drainage study being made of the city. The <br />Council is very mindful of this problem. Mr. Fahrmann stated that <br />what he had in mind was holding ponds. Could you design the drainage <br />for each area individually? Councilman Shelquist stated that when <br />Mounds View Square was developed the Rice Creek Watershed District <br />instructed them to hold the water, and last spring this was proven to <br />be disastrous but that might have been an unusual situation. Rice <br />Creek may be turning their ideas around. About $35,000 of revenue <br />sharing is being spent to get an idea where the water drains and a <br />recommendation as to what can be done. <br />
