-5- <br />Mayor Johnson thanked the Council and the Planning Commission and <br />adjourned the special hearing and called back to order the regular <br />Council meeting at 10:00 pm. <br />There was an inquiry regarding the ticketing of "junk" vehicles. <br />Mayor Johnson stated that the administrator should be directed to <br />inform the police department that, until the unlicensed vehicle <br />problem is worked out, that they should hold off further enforcement <br />of that particular ordinance. <br />Councilman Baumgartner stated that that should specify only those <br />vehicles involved in insurance cases. <br />Mr. Gustafson, County Rd I and Long Lake Rd, stated that the ordinance <br />should be amended to stated just what is junk and what isn't. <br />Councilman Shelquist said that he didn't think we want to suspend the <br />tagging of junk vehicles. The police department has to make a value <br />judgment, which is a problem. He would suggest that the police department <br />not issue final tags on recreational vehicles until this problem is <br />resolved. Antique cars should also be addressed. <br />Councilman Baumgartner stated that consideration should be given to people <br />who have sons in the service and are keeping their cars for them. <br />Atty Meyers stated that we have had people that are in no different <br />situations that have had to pay fines. <br />Councilman Pickar recommended a temporary moratorium on tagging all <br />unlicensed vehicles for a two week period. <br />MSP (Shelquist- Baumgartner) that the police department be instructed <br />to suspend issuing tags on recreational vehicles which are stored and <br />not currently licensed pending consideration by the Council of the <br />means of providing for these vehicles in the ordinance, with the <br />stipulation that where such vehicles are , that they be watched to be <br />assured that they are licensed at least once each year. 4 ayes <br />1 nay <br />Councilman Pickar suggested putting a temporary moratorium on all <br />unlicensed vehicles until Ad. Achen has had a chance to study and offer <br />a recommendation and felt that, in the above motion, only a part of the <br />problem was covered. His neighbor has had his race car ticketed. <br />Ad. Achen said that he would have something at the next agenda meeting. <br />Councilman Shelquist stated that a provision for a special use permit <br />and having the vehicle in a garage should take care of the problem. <br />We have to decide whether we are going to enforce the ordinance or take <br />it off the books. Perhaps we could amend it to require a covering with <br />a tarp. <br />Nancy Burmeister stated that there is a problem with insurance. The <br />recreational vehicle is always subject to vandalism. <br />Councilman Shelquist stated that you are talking about liability vs <br />comprehensive insurance. <br />Ms. Burmeister stated that you are varying from the law when you have <br />a moratorium for two weeks. <br />Councilman Pickar stated that if a question came up on an ordinance he <br />would do the same thing again.
