July 12, 1976. Page 2 <br />MSP (Hodges - Pickar) to approve the licenses as presented excluding <br />the B. Glommen Sno-Kones and to waive the fee for Mrs. Marilyn <br />Gum, 7805 Greenwood Drive. 4 ayes <br />REPLACEMENT OF MAYOR JOHNSON <br />The administrator stated that they are asking for people to submit <br />by noon July 26, 1976, names of those interested in the Mayor's job <br />or the Council job. Interviews will be conducted July 29, 1976, <br />at 7:00 pm. <br />MSP (Hodges - Baumgartner) that John Pickar's name be added to the list <br />to sign the checks for the City. 4 ayes <br />PUBLIC HEARING ON ROSENQUIST ADDITION <br />The regular Council meeting was recessed and the Public Hearing <br />called to order at 8:10 pm. The administrator stated that the <br />Rosenquist Addition extends from Spring Lake Rd to the West City <br />boundary. They have asked for a subdivision into 3 lots; 2 on the <br />East side of Pleasant View Drive and one on the West side of Pleasant <br />View Drive, and to create two outlots. The Planning Commission has <br />recommended approval and the staff recommends that the outlots not <br />be allowed to be created because they are substandard. <br />Mrs. Bonin, 8360 Pleasant View Drive, stated that it would not be an <br />outlot;it would be transferred onto her property. <br />Ad. Achen stated that once that is created it is still a separate <br />piece of parcel and would have to be taken off the county records as a <br />separate parcel. <br />Atty Meyers stated that they could add it on to the lot instead of <br />calling it an outlot. The plat would include Mrs. Bonin's lot also <br />but it would be expanded to include the outlot. <br />Ad. Achen stated that the staff recommended that Outlot B be made <br />a part of Block 1. The problem is they would pick up 80 feet more of <br />assessments. It would be an economic advantage to having it go to back <br />taxes. <br />Ken Sjodin said that he had talked to the man who owns the land directly <br />to the East and there is no chance of buying it. From the citizen's <br />point of view this is obviously the only way of platting it. <br />Ad. Achen said that there is no simple solution. We either protect <br />the City or reduce the cost to the property owner. Is there any way <br />that that assessment could be deferred? <br />Atty Meyers replied that that is legal in certain circumstances <br />Mr. Sjodin stated that if the outlot is left on you still have the <br />assessments that have to be paid some time. If you do it that way they <br />have lost the potential of buying that 80 feet from the other owner <br />where they could have realized a sale. From the City's point of view <br />he did not feel it would go back to back taxes. <br />
