Could at least <br />defer payment of the taxes until the time when they have to be paid. <br />Mrs. Bonin stated that during the whole process of building the lot <br />she was told that they could not be assessed above the benefit that <br />is received from the property. If the lot is not buildable it is <br />no benefit. <br />Atty Meyers stated that that is the one consideration the Council has <br />to face on the grounds that the City created this problem. They <br />may have to either allow it or have some kind of deferment plan. <br />Mrs. Bonin stated that she would like to see a deferment until the <br />other property can be purchased. <br />Atty Meyers stated that he would recommend a deferment to the Council <br />if they agree to this. <br />Councilman Shelquist stated that if nothing is done with that outlot, <br />it will increase the temptation not to negotiate a price. <br />Mr.Sjodin stated that times have changed and land does not go back to <br />taxes like it used to. <br />Atty Meyers stated perhaps a deferment with a time limit. <br />Mrs. Bonin stated that if that is the case they won't ask for a <br />deferment, it would not be a solution to let the interest accummulate. <br />Mr. Sjodin stated that in effect putting the assessments on this <br />property did not benefit the present owner. It is making the property <br />worthless. <br />Atty Meyers stated that he preferred a deferment only because we have <br />a handle on the situation. <br />Mrs. Bonin asked if there was any way they could make a deferment and <br />eliminate the interest. <br />Atty Meyers stated that possibly we could certify it to the county. <br />Councilman Baumgartner asked if there was some way that Mr. Meyers <br />could get together and talk about the deferment and the legal aspects. <br />Councilman Shelquist asked the possibility of negotiating with the land <br />owner and Mr. Sjodin replied that he has approached him twice, but <br />from his past experience he knows that people change their minds and <br />maybe he will realize this is the proper thing to do. The situation <br />right now is that they cannot purchase it. To not approve this or <br />to approve it and let the interest go on the assessments would be an <br />undue burden on the citizens. <br />MSP ( Shelquist- Picker) to close the public hearing. 4 ayes <br />Acting Mayor Hodges asked the Council what they would like to do on <br />the matter. <br />Councilman Pickar: Would like to see some way where we could approve <br />this. They are entitled to a lot split; would like to come back and <br />see if there was some way the assessments could be accummulated without <br />interest with Outlot B as it is and Outlot A as previously recommended. <br />
