July 12, 1976 Page 13 <br />The administrator stated that he recommends that the Council go ahead <br />with the project and the engineer be instructed to review the plans, <br />as we do have a problem in maintaining favorable conditions in our <br />streets. <br />MSP ( Shelquist- }lodges) that we authorize the engineer to advertise <br />for bids and set the bid opening for 11:00 a.m. July 26, 4 ayes <br />1976, for Improvement Project 1976 -1. <br />COUNCILMAN PICKAR'S REPORT <br />Councilman Pickar stated that the Lakeside Park meeting is Thursday <br />evening. Since Anoka County authorized a limited food license the <br />concession stand is almost completed. Also the manufacturer of the <br />slide stated that they will replace it but we will have to install it. <br />Further, he would like to make a motion to change the fee for fencing <br />within the City of Mounds View to $5 for any fence and along with the <br />$5 fee either a survey of the property line involved or a written <br />agreement between those two property owners with the staff to prepare <br />a form to hand out with the $5 permit fee. <br />The administrator stated that that involves both an ordinance and a <br />resolution. <br />Councilman Shelquist suggested directing the administrator to revise <br />the ordinance. <br />Ad. Achen stated that they have begun that. If action is desired <br />sooner than that you may want to take action in the form of a <br />resolution without the other stipulation. <br />Councilman Pickar stated that he would scratch the other motion and <br />move Resolution 745 to change the fee to $5 for the fence fee. This <br />was seconded by Acting Mayor Hodges. <br />Councilman Shelquist asked what was so important about reducing the fee <br />right now. <br />Councilman Pickar stated that he is assuming the rest will follow and he <br />wants to go as far as he can tonight. He then stated that he would <br />withdraw his motion. Acting Mayor Hodges withdrew his second. <br />ACTING MAYOR HODGE'S REPORT <br />He has received a letter from the Governor's office on volunteer <br />services. August 19, 1976, is proclaimed as Youth Volunteer Recognition <br />Day. <br />MSP (Hodges - Baumgartner) that we also proclaim August 19, 1976, as Youth <br />Volunteer Recognition Day and pass on to Doug Bryant for suggestions <br />on how they could be recognized. 4 ayes <br />Councilman Baumgartner stated that Doug Bryant does have VIP Awards <br />for the youth. <br />
