October 25, 1976 Page 9 <br />RECEIVE BIDS AND AWARD CONTRACT FOR CONSTRUCTION OF COMMUNITY SIGN AND READERBOARD. <br />Engineer Hubbard stated that the following two bids were opened last Thursday: <br />Lawrence Sign $7,745.00 <br />LeRoy Sign & Mfg. 8,465.00 <br />Nine specifications were sent out and there was one interested party from North <br />Dakota, but only two bids were received. Eng. Hubbard stated he contacted other <br />municipalities where Lawrence Sign has done work and they are satisfied with their <br />work. He recommended approval of their bid. The time of completion is within 60 <br />calendar days of signing the contract, or about 70 days. <br />Councilmember Baumgartner asked about the proposed location. Eng. Hubbard stated <br />that it is in a clearing about 165 feet from the corner of Edgewood and Highway 10. <br />This bid covers everything that will be needed. Mayor Pickar suggested that he <br />stake out the location. Eng. Hubbard stated he would do this. <br />MSP (Rowley - Baumgartner) to award the bid to Lawrence Sign Company in the amount <br />of $7,745. 5 ayes <br />AUTHORIZE GRANT APPLICATION FOR PUBLIC WORKS EMPLOYMENT ACT FUNDS FROM THE <br />ECONOMIC DEVELOPMENT AGENCY OF THE U.S. DEPARTMENT OF COMMERCE. Engineer Hubbard <br />informed the Council that forms were sent out last week to the various officials <br />that need to respond in the application and the employment information was sent in. <br />He has toured the metropolitan area to look at shelter buildings that would be <br />compatible with what Mounds View wants and found one in New Hope. It is a six - <br />sided building and there has been a lot of precautions taken in its design to cut <br />down on vandalism. Eng. Hubbard contacted the Park Director in New Hope and <br />toured the parks to look at this building and talk about their architect. Their <br />architect was Williams & O'Brien. Mr. O'Brien said he could meet Mounds View's <br />schedule and help with the application. He also agreed to doing this in two <br />steps, one to prepare the application and if we don't get the grant we could quit <br />there and secondly if the grant is approved we would use them to design the building. <br />Mr. O'Brien indicated that he would help prepare the application which would <br />include several plans, unit prices of plans and materials along with an architect's <br />report, for about $500. Eng. Hubbard stated he felt this is reasonable. <br />Admin. Achen stated that if we don't get the grant we could utilize these plans <br />as part of an application for LAWCON funds to develop Silver View Community Park. <br />Councilmember Baumgartner questioned the size of the building. Eng. Hubbard <br />stated that New Hope has three sizes, all with the same basic design. He suggested <br />we apply for the medium size building which is about 700 to 800 square feet. <br />Councilmember Baumgartner suggested that the neighborhood parks have the medium <br />size building with the larger building at Silver View. <br />Jerry Linke, 2319 Knoll Drive, stated he was working with Williams & O'Brien at the <br />time they did the New Hope drawings. He then drew a plan of the building for <br />the Council. <br />Eng. Hubbard informed the Council of several locations in New Hope of these <br />buildings. He stated that the ceilings were raised in some of the buildings <br />because they found that the kids could reach them to write on. Also, the blocks <br />have a finish on them so if they get painted it will wash off. <br />
