December 13, 1976 Page 3 <br />Mayor Pickar asked what the membership was. Vern Peterson stated that <br />56 municipalities belong to the AMM and in those 56 municipalities, <br />80% of the metro population was represented. Both Minneapolis and <br />St. Paul are included. The dues are 6n% of a municipalities State <br />dues. Mounds View's dues would then be `1,349 per year. Vern <br />Peterson explained that they operate on a fiscal year from June <br />through May. <br />Vern Peterson reviewed the surrounding communities that belong to <br />the AMM. He explained that about two years ago the Metropolitan <br />League of Minnesota Municipalities and the Suburban League merged <br />and was renamed the Association of Metropolitan Municipalities. <br />Membership to the AMM is conditioned in that the municipality must <br />also belong to the State League of ° "innesota Municipalities. <br />Councilmember Baumgartner stated that Steve Bernard, of the AMM, <br />gave a very good presentation before the Metro Council on their <br />Modest Cost Housing Committee Report. Vern Peterson stated that <br />the AMM very carefully reviews everything that the Metro Council <br />is involved with. They also monitor the subcommittee meetings. <br />Roger Peterson explained that the AMM tries to get as many of <br />their members as possible appointed to the advisory committees. <br />Vern Peterson then reviewed the staff of the AMM and how they and <br />their Board of Di rectors work on a given matter. He explained that <br />before he can lobby on an issue it has to be approved by the Board <br />of Directors or the membership. It requires a 2/3 majority of the <br />membership to approve a policy. <br />Roger Peterson stated that it is no longer a situation where the <br />core cities versus the suburban communities, usually it is the <br />cities versus the Metro Council. <br />Vern Peterson explained that each city has at least one vote. St. <br />Paul has six votes and Minneapolis has 3. Bloomington has 2 votes. <br />The number of votes is determined on the population. The AMM does <br />suggest that each city designate one representative and one alternate. <br />Mayor Pickar thanked Roger and Vern Peterson for coming to the meeting. <br />At ^:S^ p.m. Mayor Picker recessed the regular council meeting and <br />caller to order the public hearing on Ernest Gustafson rezoning and <br />special use permit request to develop townhouses in Greenfield Addition, <br />Plat 2, Block 3. <br />Mr. Gustafson stated that their architect was on vacation. He then <br />reviewed their proposal. He ex »faired that Stu lot' :g? hrer ad ,r.t <br />with the owners of the houses abutting the development. They agreed <br />with having three townhouse buildings with three units in each, or a <br />total of nine units on Lots 4 -7. A petition was signed designating <br />only six townhouse units on these four lots. <br />
