H3 then <br />reviewed several portions and the budget provision. <br />MS (Pickar-Hodges) to authorize the agreement and designate the <br />City Administrator as representative and the Assistant Finance Director <br />as the alternate. <br />Councilmember Shelquist stated that with this agreement, the only <br />means of protest is for the City to withdraw from the nembership. <br />He stated that the day may coma when Ramsey County no longer lets <br />the cities use their computer and the cities will have to buy their <br />own computer. If Mounds View joins they would have to pay for this <br />capital equipment. Councilmember Shelquist stated he objects to <br />getting into a situation where the only way to get out is to with- <br />draw and forfeit that capital equipment. <br />Mayor Picker asked what else could be done and if the City should <br />be able to sell their share back if they want to withdraw. Councilmember <br />Shelquist stated that this might be possible, that the '‘ssociation <br />must buy back the depreciated portion. Mayor Pickar stated that if <br />this was done, the other Cities left in the Association would have to <br />cover this cost. <br />Administrator Achen suggested that wording be added to the agreement <br />that says no data processing equipement can be purchased by the <br />Association. Councilmember Shelquist stated that if they are forced <br />off the Ramsey County computers it nay be cheaper to purchase their <br />own computer. <br />Councilnember Daumgartner stated that the person that made this pre- <br />sentation said that by adding these five or six communities onto the <br />computer, only 1/2,111 of the total capacity would be used. There <br />would not be any sence in this Association if there was a possibility <br />of being kicked off the computer. <br />Councilrienber Shelquist questioned the employee situation. Administrator <br />Achen explained this to the Council., He stated that whatever changes <br />made in this agreement would have to be negotiated with all seven <br />members. The current agreement assume that there will not be any <br />equipment acquired. <br />Mayor Picker suggested that the agreement state that 2/3 majority <br />of the membership has to be in favor of purchasin(7 capital equipment. <br />Councilmember Shelquist stated that there is still the problem of <br />having to withdraw in order to protest a budget. <br />Mayor Pickar-withdrew his motion. Councilmember Hodges withdrew his <br />second to the motion. <br />Mayor Picker asked the Administrator to renegotiate the points that <br />the Council has discussed in order to give the City more options and <br />report at a later date. <br />
