He does not see any hardship since the council will be <br />meeting again next week. <br />Administrator Achen stated that he had prepared an ordinance to <br />change the starting time of council meetings from 9:99 to 7:39. <br />P "ayor Picker explained that this is heir..; done to try to end th.2 <br />meetings earlier. <br />MSP (Pickar- Hodges) to adopt Ordinance No. 258 changing Council <br />meetings from 8:00 to 7:30 p.m. beginning January 1, 1977. <br />Administrator r,chen stated that the City has tentatively been <br />awarded the "75,009 grant for additional park property for the <br />Si l vervi e':.; Park. The City has to cone up wi th the balance of the <br />money. One way to get the money,' is to make a cash payment from a <br />direct sorce such as revenue sharing, which the City has not received <br />yet. :mother was is to special assess part of the cost if part of <br />the land can he used for detention base for the storm drainage. The <br />third way is by donation by the property owner on the basis of credit <br />for future park dedication. Before a decision is made of which way <br />to go, we have to know how the storm water holding pond will be. <br />Administrator Achen stated he would like authorization to have the <br />Engineer meet with 5annister " Shore, the park director and the <br />landscape architect to design that storm water holding pond. Until <br />this is done we do not know what land to acquire. <br />'layor Pickar stated that there have not been any public hearings or <br />public input on this matter. <br />Administrator Achen explained the lay of the land in question. Attorney <br />Meyers stated that the only way the City can assess their portion is <br />under the 429 proceedings, which is store sewer. In order to do this, <br />hearings would have to be held.
