PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A special meeting of the Mounds View City Council was called to <br />order by Councilmember Baumgartner on December 16, 1976, at 7:35 PM <br />at Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112. <br />PRESENT: Councilmember Rowley ALSO PRESENT: Clerk - Admin. Achen <br />Councilmember Baumgartner Engineer Hubbard <br />Councilmember Hodges <br />ABSENT: Mayor Pickar <br />Councilmember Shelquist <br />Councilmember Baumgartner explained the purpose of the hearing is <br />to receive citizen comments regarding construction of noise barriers <br />along Interstate 35W. He introduced Gary Orlich from the MN Dept. <br />of Transportation. <br />Mr. Orlich gave a slide presentation on the principles of noise <br />barriers. <br />Councilmember Hodges arrived. <br />Councilmember Baumgartner asked whether there were any questions on <br />the slide presentation. <br />Craia Harrington, 2076 Terrace Drive, asked what decibel level on <br />his area is. Mr. Orlich answered that it has been recorded in the <br />low 70's. <br />Mr. Orlich briefly explained the pr000sed project area and asked <br />citizens to divide into two groups: those living south of County <br />Rd. I and those north of I. Representatives of the Department of <br />Transportation explained details of the proposal to each group. <br />Councilmember Baumgartner called meeting back to order after each <br />group had an opportunity to examine the detailed barriers proposals. <br />He stated that only about ten percent of those who received the city's <br />notice regarding this hearing are in attendance tonight. He asked <br />Council what they thought should be done to get more input from the <br />residents involved. <br />Councilmember Rowley stated that Council should get comments from <br />both single family residences and the individual mobile homes. <br />Mr. Harrington stated he would be willing to circulate a petition <br />in his neighborhood to get residents' opinions. <br />Councilmember Rowley asked what the Debt. of Transportation's <br />timetable is. Mr. Orlich stated that they hone to have Council <br />direction in time to begin construction next summer. If Council's <br />decision is not received by mid - January, it is unlikely that <br />construction could begin in 1977. He stated the Department of Trans- <br />portation would be willing to provide elevation plans for display in <br />each mobile home park to assist in disseminating this information. <br />He stated that another hearing will be necessary after full plans <br />
