December 20, 1976 Page 3 <br />if the people in the residential area didn't want the barrier it could <br />be taken out. The State people would like to know this before they go <br />through the design stage. <br />Stan Wasielewski, 2219 Stratford Avenue, stated that a man did come <br />around with a petition on the harrier and 35 people were for it and <br />people were against it. These 37 people were all from the mobilo <br />home park. Mr. Jasielewski stated that most of the people he knew <br />were for the barrier since it does get very noisy. He asked if there <br />would be any city cost involved with the barrier. <br />Mayor Pickar stated that the barrier would be entirely financed by the <br />Federal and State government. The people presenting the original plans <br />encouraged participation of the residents to choose the kind and color <br />of the wall. <br />Councilmember Baumgartner stated that when they get done with the final <br />design there will be a final hearing. Changes can also be made then. <br />Mayor Pickar stated he would like to see final action postponed until <br />January 10 to try and get more input from the citizens. <br />Councilmember Baumgartner asked if a staff member could contact the <br />10 homes that are in the middle section for their input. <br />Administrator Achen stated that the City could send out a letter <br />explaining the barrier along with a postcard asking if they were for <br />or against it and their comments. <br />Councilmember Hodges stated that he felt this would be a good idea. <br />Administrator Achen stated that he did not know how much weight the <br />Council should give it if there was only a 41% to 50% return. It may <br />be better if Mr. Harrington goes around with a petition since he did <br />indicate a willingness to do so. The City could give him the petition. <br />Councilmember Baumgartner stated that it would probably be difficult for <br />Mr. Harrington to give an unbiased opinion since he is very much against <br />the barrier. <br />Administrator Achen stated that it would probably be best to have some- <br />one go out after working hours. He stated that if theCouncil desires <br />he could send someone that knows very little about the barrier. Then <br />this person would not be able to answer the questions or give an opinion. <br />Councilmember Rowley stated that this is a good idea. The petition can <br />indicate that if the person has any questions they could come to the <br />January 10 meeting or contact the City Hall. Councilmember Baumgartner <br />agreed. <br />
