December 21, 1976 Page 5
MSP (Pickar-Baungartner) to authorize ti a Administrator to hire
someone for the temporary position of clerk-typist through the end
of January and make a selection for a permanent employee to begin
February 1, 1977.
5 ayes
Administrator Achen stated he will be on vacation from tonnorow evening
through the evening of December 29, 1977.
clCINEE9 ruppi\ro's PsEPOP,T Engineer Hubbard stated that he has looked
into the cost of a preliminary design of the base in connection with
the LAWC1N grant. The City has received a bid, with a cost not to
exceed 61,1'1, to provide a preliminary plan if the City provides a two
foot contour map. A two foot countour nap would cost about 6911. The
maximum cost would then be C1,511.
Administrator Achen reviewed the history of this grant application.
The land survey will help us determine Oat land should be used for
storm water detention.
Councilmember Shelquist asked where these funds would come from.
Administrator Achen stated that they could temporarily come from
the General Fund but recommended these funds be accounted for separately
as an inprovement project fund. In the future if the Council doesn't
go forward with the storm project they could be absorbed in the general
fund. Otherwise the costs could be charged to the project and assessed.
'1SP (Shelquist-Hodges) to authorize the Staff to proceed to expend
n,51'1 for a two foot interval countour map for the Scottl and detention
area. The money is to be takeri from the General Fund and an account
set up to approve these costs for future assessments against the
drainage project. 5 ayes
Engineer Hubbard stated that since the police car which will be purchased
will require unleaded fuel, the water department pickup could have a
smaller engine. The reason for having a 151 V1 engine in the specifications
is because it is the smallest V9 which still requires regular gas. The
61 amp alternator is needed because hydraulic equipment is used off the
battery. The chrome bumper is specified because of rust resistance and
it adds to resale value.
Mayor Pickar stated he felt the snaller VI is more economical and suggested
the specifications be changed.
!799l7Y "EYE1'9 97P1DT Attorney 'ieyers gave Administrator Achen a
copy of the decision in the case of Laois vs the City of law Hope. The
case concerns money and withdrawal riahts.
91UlCIL'IC:1179 C!'ELDUIST had nothing to report.
C0UlCILMT71DE !ODGES had nothing to report.
