January 11, 1077 Page 5 <br />Barb Emerson a asked what the results were from the petition of the <br />residents on Pinewood, Terrace and Oakwood. mayor Picker stated that <br />n, residents were in favor of the harrier, were against it and one <br />was uncommitted. Four homes could not be contacted. garb Emerson <br />stated that she was opposed to the barrier, which would he very close <br />to her house. She asked if the road could be hlacktopped. <br />Mr. 0rlich explained that blacktonping the road would only cut down <br />the noise by three or four decibels and would only last a few years. <br />The harrier will reduce the noise by 11 to 1? decibels. <br />Sharleen Partje, 1114 Terrace Drive, as'ed how the wall will be kept <br />up if it is written on. mr. ^rlich stated that they have had good <br />luck in getting writing off. The hall would he maintained by hoth <br />the City and the Minnesota Department of Transportation. <br />Mrs. '!illiam Christenson, 1115 Terrace Drive, stated that she was <br />also opposed to the !gall. She explained that her neighbors, the <br />F'arringtons, are also opposed to the harrier. <br />r'rs. Partje stated that the neo?le who were for the harrier had only <br />lived in mounds View for a few Years. <br />Charles Frye, 5321 Raymond, stated that some trees should have been <br />left hetween the mobile homes and the road when the trailer nark went <br />in. <br />"r. He stated that he would <br />he mere concerned about the people living right next to the wall <br />since he did not think the barrier would cut down that such of the <br />view from the people on Raymond Avenue. The height of the wall is <br />governed y the first row of houses, so it will be 11' at the most <br />by the trailer houses. The barrier will be about 13 feet from Pine - <br />wood to Ca;cwood . <br />Councilnember Hodges state' that his major concern was the height <br />of the barrier. The Council had not heard that much against the harrier <br />until tonight. The Council will have to consider the weight of the <br />'mobile homes to the other ' "ones and how long the people have lived <br />there. Councilrnember Hodges stated that he would like more tine to <br />look at this. <br />?r. 2rlich stated that the landscaping company would maintain the area <br />for two years. After this it would be the City's responsibility. <br />
