January 17, 1977 Page <br />Counci l menher Raumgartner stated that he wished the people present <br />tonight =could have been present to see the slide presentation that <br />was given. Potb trailer par k owners were in frIvor +h„ ' <br />�, , rri-,r <br />and 37 mobile home owners also wanted it. There are two mobile home owners <br />opposed to the barrier. The City petition o;: the residential <br />property s`ious eight resi -'eats for and four against. Counci lmember <br />Raumgartner stated that with this information he would be in favor <br />of the barrier. The view of the Raymond Avenue people must be very <br />limited if they have to look inhetween the duplexes and mobile homes <br />to see the cars going by. Councilmember 3aumgartner stated that he <br />did not think this was a substantial argument. <br />"Ir. Pittman stated that the freeway was already huilt when the trailer <br />park was developed, so they knew about the noise. <br />Couneilmember Rowley stated that there are 21 residents against the <br />harrier and 47 in favor of it, so she would also he in favor of the <br />harrier. She stated she can appreciate the people's concern but they <br />would still have the wildlive view. <br />Couneilmember 7iebarth stated that there is no simple solution to this <br />problem but he felt the people in the trailer court had a right to <br />sone type of quiet period of the day. The trailers are quite close <br />to the freeway and the bedrooms are toward the back of the trailers. <br />"rs. I'artje stated that she has lived in that trailer court and the <br />noise was not that bad. "r. 2rlich stated that the noise level for <br />the trailers by the freeway a gas from 73 to 75 decibels. <br />Couneilmember 7ieharth stated that the people in the first row of <br />houses are in favor of the harrier and the people one or two houses <br />hack are opposed. The houses that are not in the first row would <br />get some benefit from the first row of houses. He stated that he <br />appreciates the comments made because he has not seen the area. <br />'Iayor Pickar stated that he felt the comments heard tonight carry <br />more weight then the signatures on the petition. There are an over - <br />whelming number of people in favor of the wall, but he can appreciate <br />the problem of closing the residents in. <br />Councilmenber Rowley stated that there were some people at the first <br />nuhlic hearing that were in favor of it, so they should he considered <br />too. <br />"°r. Erlich stated that their goal was to build this next summer so they <br />would like the authority to proceed with the design of the project. <br />There will be another huhlic hearing in three to four months on the <br />design and landscaping plans. The plans can be changed then if <br />necessary. The "it -will have to approve the plans before they can <br />no out for bids. If action is delayed tonight the harrier may not <br />get done this summer. <br />
