January 10, 1977 Page 13 <br />MSP (Hodges- Rowley) for the adoption of Resolution 799 authorizing <br />the filing of the final application for LAWCON funds. <br />Administrator Achen stated that the city's share is tentatively planned <br />to be funded from the Revenue Sharing monies. <br />Vo.te on adoption of Resolution 799. <br />ADMINISTRATOR ACHEN'S REPORT. Admin. Achen stated that the Local No. <br />49 situation is explained in his report. He suggested that all public <br />statements be made only by the Mayor. <br />The Lakeside Park Silver Skates competition is at 2 :00 p.m. this <br />Sunday, January 7. <br />5 ayes <br />ATTORNEY MEYERS' REPORT. Atty. Meyers stated that there was a hearing <br />on the Dumas assessment appeal and the Judge said that he was kicking <br />it out since the first judge didn't find any benefit. Atty. Meyers <br />reviewed the action that had happened with this appeal in the past. The <br />only recourse is to attempt appeal to the supreme court that both courts <br />made an error. Atty. Meyers suggested that the Council not take this <br />appeal any further. If Mr. Dumas ever decidesto subdivide his lot, the <br />City can pick up the assessments. The difficulty is in catching this <br />in the future years when the property is developed. The City has no <br />right to file anything against the deed. <br />ENGINEER HUBBARD had no report. <br />COUNCILMEMBER HODGES had no report. <br />COUNCILMEMBER BAUMGARTNER had no report. <br />COUNCILMEMBER ROWLEY had no report. <br />COUNCILMEMBER ZIEBARTH had no report. <br />MAYOR PICKAR'S REPORT. Mayor Pickar stated that the Council had not <br />yet authorized the staff to proceed with the appraisal. <br />MSP (Pickar - Ziebarth) to authorize Bettendorf Appraisals to appraise <br />the property being considered for acquisition in the city's LAWCON appli- <br />cation. Cost of the appraisal is not to exceed $500. 5 ayes <br />Mayor Pickar stated that he met a member of the Social Services for <br />Anoka County who told him that they wereusing the CETA program to help <br />with their work. They hired a carpenter and an assistant to take care <br />of winterizing the elderly homes. Mayor Pickar suggested that this be <br />looked into. <br />Councilmember Ziebarth stated that the colors on the City sign were <br />reversed and asked if the staff could find out what it would cost to <br />change the panels. The original plan was written wrong in the specifi- <br />cations. Admin.
