This would <br />put the City in a liable position if the ho me blows over in a high <br />lgind. The State has made recommendations and left it up to the <br />municipalities to enforce them. Councilmember Baumgartner stated that <br />he does not think the City has enough information and the augers <br />probably can't be put in by hand. Councilmember Baumgartner stated <br />that he did not think tie downs should be made mandatory. <br />Councilmember Rowley stated she can see requiring them for incoming <br />trailers. This would be a stepping stone. As mentioned by Council- <br />member Baumgartner, there are problems with inspection. She suggested <br />tie downs be required for people coming in. Tie downs are for the <br />safety of the people living in them and they are the ones who will <br />pay for the consequences. <br />Mayor Picka r stated that the cost for installation of the tie <br />downs is a big concern of the Council. If they were available <br />through a federal grant or something there probably would not be <br />any objections. There have been some questions on if the State <br />regulations are sufficient to warrant making it law. Many other <br />communities are requiring tie downs and in the future they may be <br />required in Mounds View. <br />MS (Pickar- Hodges) to require tie downs on mobile homes on any <br />newly installed mobile home from May 1, 1977 on, and not require <br />tie downs on present mobile homes in the City of Mounds View. <br />Mrs. Larson stated that there were several tie downs installed <br />in the park which could be pulled out by hand. The State inspected <br />them and said they were installedimproperly. <br />Jerry Pomerleau, 2023 Stratford, stated that he does service work <br />on mobile homes. People that install tie downs don't guarantee them. <br />Sometimes, tie downs hurt the houses. It is up to the home owner to <br />loosen the tie downs when the ground heaves. They can also make <br />the house unlevel. Mr. Pomerleau stated that he would not want <br />tie downs on his house. <br />Mr. Shook stated that the tie downs he has are guaranteed up to <br />100 miles per hour. <br />Mayor Pickar stated that it is difficult to force something on individuals <br />that are here. People moving in will be aware of the laws in Mounds <br />View and that tie downs are required. The motion is for homes moving <br />into a new location in Mounds View, not necessarily a new mobile home. <br />Councilman Ziebarth questioned the legal ramifications involved with <br />tie downs. Attorney Meyers stated that the State makes the requirements. <br />The only the City would be involved is if the inspector was negligent. <br />There may be a fair trade of inplace units that are grandfathered in. <br />Attorney Meyers stated that there will have to be a penalty clause in <br />the ordinance. <br />
