January 24, 1977 Page 12 <br />Councilmember Ziebarth suggested that the Council look at how much <br />time is being spent on this and look into employing someone to do <br />this work. <br />MSP (Hodges - Ziebarth) to direct Administrator to prepare a CDBG <br />preapplication for storm drainage improvements in the Hillview- <br />Quincy area or, if this is impossible, for park improvements. <br />Administrator Achen reviewed the progress that has been made with <br />the Local 49 strike and the proposal that was accepted. He recommended <br />the Council adopt the mediator's recommendations. If the Council <br />agrees to do this, the men will start work again tomorrow. <br />MSP (Pickar - Ziebarth) to accept the mediator's proposed contract <br />settlement. <br />5 ayes <br />Admin. Achen stated that he wanted to express his appreciation <br />to the 49ers for the fair, friendly and loyal way that the strike <br />was held. Mayor Pickar agreed. <br />Admin. Achen stated that a contract amendment has been made for <br />Local 320, the Police Department. It will express their wages at <br />an hourly rate rather than a monthly rate. <br />MSP (Baumgartner - Ziebarth) to approve the proposed amendment and <br />authorize the Mayor and Administrator to execute the amendment. <br />Admin. Achen recommended that Council approve the Joint Powers <br />Agreement with an addendum that incorporates the Council's intent <br />regarding protection on withdrawal. The addendum will have to be <br />approved by each community. <br />MSP (Pickar- Hodges) to adopt Resolution No. 804 to enter into the <br />Consortium of Ramsey County Municipalities with the addendum <br />stating that at the time of withdrawal from the Consortium, any <br />community will be able to retain or be reimbursed its fair share <br />of any capital hardware assets as well as software assets. <br />Admin. Achen stated that the staff discussed proposals for energy <br />conservation but left a decision up to the Council. The staff <br />will investigate the buildings and find out what it would require <br />to bring the building up to the current state energy codes. The <br />staff did discuss going to a 4 -day work week but did not make a <br />decision. Admin. Achen stated that he felt it could be worked out <br />with Local 49. <br />Mayor Pickar suggested that the Administrator discuss this with <br />the union. <br />ATTORNEY MEYERS' REPORT. Atty. Meyers stated that there has been <br />a request to split a lot on property that was just platted. Atty <br />Meyers stated that he felt the City should stay with the original <br />plat adopted and advised the inspection department to have the <br />parties follow the legal procedures. <br />Atty Meyers reviewed a case involving the enforcement of the <br />Housing Code.
