O'Connell , 7409 Knollwood Drive, stated that there is a two <br />block stretch on Knollwood where there are not any street lights. <br />During the last year there have been four or five breakins. Mr. <br />O'Connell presented a petition to the Council for additional street <br />lighting. <br />Mayor Pickar stated that this area is quite dark. <br />MSP (Pickar - Baumgartner) that the City Engineer determine the exact <br />placement of a street light, or lights, to be placed on Knollwood Drive. <br />Administrator Achen stated that there were a number of areas like this <br />in the City and the Council may want to set up a policy on how to <br />establish conditions. There is also a problem with having the people <br />that signed the petition object to having the light in their yard, <br />even though they want the light. Administrator Achen suggested that <br />the Staff check with the property owner where the light will be placed <br />to be sure they don't object. 4 ayes <br />At 8:10 p. rim. , Mayor Pickar called to order the public hearing on <br />JAMES B. JACKSON REQUEST TO REZONE 2935 N.E. HIGHWAY 10 TO 13-2, GENERAL <br />BUSINESS DISTRICT. <br />Mr. Jackson stated that he was requesting a rezoning from residential <br />to 3 -2 so he could put an office building on the property. <br />Councilmember Baumgartner stated that he was not present at this <br />Planning Commission meeting since it was held during Ir. Shelquists <br />term. He then reviewed the case history of this item. <br />Mayor Pickar stated that he would have to be convinced of a justification <br />for rezoning before he would go against the Planning Commission and <br />Comprehensive Plan recommendation. <br />Mr. Jackson stated that he was paying very high taxes on this property. <br />The lot would cost too much for a residential lot. <br />Mrs. Robert Chestek, 8101 Spring Lake Road, asked how this proposal <br />would affect the selling of her property once Knollwood Drive is <br />extended. Mrs. Chestek stated that she has adjoining property to <br />Mr. Jackson. <br />Administrator Achen drew a map of the area showing the suggestion <br />for extending Knollwood which was included in the feasibility study <br />prepared in 1375. <br />Don A. Gross, 35CO Groveland, asked when Knollwood would be extended. <br />Mayor Pickar stated that there are no plans at the present time. <br />Administrator Achen explained that the feasibility study was made at <br />the time that a subdivision was applied for at Arden Avenue. This <br />was done so the City knew the hest way to subdivide the property <br />without closing off other property. The Council decided not to extend <br />Knollwood until the property owners »ere willing to circulate a petition. <br />
