February 14, 1977 Page 6 <br />Mayor Pickar stated that this matter is before the Council for final <br />revision. <br />Councilmember Baumgartner stated that he felt the Council should <br />consider the comments that were in the Administrator's report that <br />the Council direct Staff and the Planning Commission to review <br />several things. These items include recreational vehicle parking <br />and storage, written justifications for zoning code decisions, notifi- <br />cation of interested/affected parties in such decision, deadlines for <br />City action on planning requests and definition of hardships. Council- <br />member Baumgartner recommended that the Council pass Chapter 40 and <br />direct the Staff to start asking the Planning Commission to review <br />those mentioned items. <br />Councilmember Rowley stated that the items mentioned are ones the <br />Council has questions on, but doesn'tfeel the questions are significant <br />enough to stop the entire zoning code from being passed at this time. <br />These items are minor details that the Council wants Staff and <br />Planning Commission to check into. <br />Councilnember Ziebarth stated that he concurred with the exception of <br />the recreational vehicle parking and storage. Councilmember Ziebarth <br />stated that he would like them to be redefined before it is in the <br />Code. Once it is in the Code there is no guarantee that it will be <br />changed. <br />Mayor Pickar stated that the only way to get this into affect would <br />be to act on it and ask the Planning Commission to review these <br />things. Mayor Pickar stated that he did not have any objections to <br />passing it as it is. <br />MSP (Baumgartner-Pickar) for approval of Ordinance 259. <br />Councilmember Ziebarth stated that if it was easier to handle it this <br />way, he would prefer expediting the matter and getting the ordinance <br />into affect. <br />Roll call vote: Councilmember Baumgartner, aye <br />Councilmember Rowley, aye <br />Councilmember Ziebarth, aye <br />Councilmember Hodges, absent <br />Mayor Pickar, aye Motion carried <br />Mayor Pickar closed the public hearing at 8:55 p.m. and called the <br />regular meeting back to order. <br />PROPOSED NoRTHCREST PARK DEVELOPMENT PLAN <br />Dill Dyan, representing Pinecrest Properties, stated that they had to <br />change their thinking radically when the Comprehensive Plan was adopted. <br />The plan changed their property from multiple residential to commercial. <br />Mr. Byam explained that they hired planners and they cane up with a <br />booklet. The planners say the key to this development is in getting <br />access to the area from both ways on Highway 10 and opening up the lot <br />in the back. Mr. Byan stated that he is requesting the cooperation <br />and help from the City officials in getting a cross over on Highway <br />10. Mr. Byam stated that they have hired Jack Anderson, a traffic <br />consultant, who recommends this cross over which exceeds the standards <br />needed. <br />
