February 14, 1277 <br />Page 10 <br />SALE OF EXCESS PROPERTY LOCATED AT 3347 EASTWOOD DRIVE AND 2.100 <br />COUNTY ROAD J <br />Administrator Achen stated that the City owns two parcels of land <br />acquired during Improvement Project 1973 -4. There is a potential <br />for eight lots. Administrator Achen explained that the City has <br />been approached regarding selling these lots. The Attorney had <br />advised the City that they can legally negotiate for the sale of these <br />as they deem necessary. AdministratorAchen stated that he felt it <br />would protect the City's interest best if the sale was made as publicly <br />as possible to avoid any criticism. The Administrator recommended <br />the Council establish a public sale through notifying the contractors <br />that are working in the City. Administrator Achen explained that <br />the bonds for Project 1973 -4 were reduced under the assumption that <br />the City would sell these properties and the money would pay that part <br />of the debt. Administrator Achen suggested that the Staff prepare a <br />description of the property and its potential and send it, along <br />with the notice, to contractors that have done work in the City <br />last year and this year. <br />Attorney Meyers suggested that proposals be submitted instead of bids. <br />The City still retains the right to reject any proposal. The City <br />will want to recover a certain amount. Attorney Meyers pointedout <br />that these properties were assessed for public improvements. The <br />gross proceeds would pay the assessments off or if the assessments <br />are left on the property, the buyer will have to understand this. <br />Mayor Pickar questioned sending letters to the local realtors. <br />Administrator Achen stated that probl ems may arise with doing this <br />because sometimes the firm is just a holding company. <br />An unidentified realtor from Mounds View stated that he felt the <br />suggestions by ;Mr. Achen were good since covering the builders will be <br />notifying everyone. <br />Mayor Pickar asked if any other publications could be used. Administrator <br />Achen stated that notice could be put in both metropolitan newspapers. <br />Councilmember Ziebarth asked if the appraised value was public infor- <br />mation. Attorney Meyert stated that it was but he had only heard <br />a verbal appraisal so far. This appraisal was that with assessments <br />in and paid for, the lots were averaging about ' 10,00 per lot. <br />Administrator Achen asked if the City should indicate that there are <br />certain assessments and what the City wants to net from the sale. <br />Attorney Meyers stated that he thought this would be appropriate. <br />MSP (Baumgartner - Rowley) to authorize the City to accept proposals <br />for the purchase of certain City owned property, as more fully set <br />forth in notice, and written proposals be opened on March 8 at 11:09 a.m. <br />and the award to be made on March 14, 1977. 4 ayes <br />
