February 14, 1977 Page 12 <br />MSP (Pickar-Rowley) for the adoption of Ordinance 251 pretaining to <br />mobile homes and the revision thereof. <br />Councilmember Ziebarth stated that he felt it was worth 2100 to save <br />someone from injury and he felt everyone should have tie downs. <br />Mayor Pickar stated that no one on the Council would disagree with <br />this but it will cause a lot of hardship. Mayor Pickar stated that in <br />the interest of getting this into affect this is the second best <br />solution. <br />Roll call vote: Councilmember Baumgartner, aye <br />Councilmember Rowley, aye <br />Councilmember Ziebarth, aye <br />Councilmember Hodges, absent <br />Mayor Pickar, aye <br />Motion carried <br />The meeting was recessed at 1:50 p.m. Mayor Pickar called the <br />meeting back to order at 10:00 p.m. <br />BUILDING PERMIT REQUEST FOR GREENFIELD PLAT 3, LOT 3, BLOCK 1 FOR <br />HARSTAD-TODD CONSTRUCTION COMPANY <br />Keith Harstad stated that they asked for a plat two years ago for 15 <br />lots. There was a lot of concern about the swamp and he ended up <br />with 3 lots and an outlot. The plat was approved contingent upon <br />there being a building moratorium until last September. The two <br />houses that are already built didnot have wet basements in 1975. <br />Mr. Harstad stated that they have requested a building permit now <br />and it was held up because the City wants to study the drainage <br />more. He explained that he has requested the road immediately to <br />the east be installed for three years now. Mr. Harstad stated that <br />once this road is in there will have to be some drainage provided. <br />Mayor Pickar stated that thestorm sewer drainage study was completed <br />last year. The firm that did this study made recommendations and the <br />area of Green Field Plat 3 was included as an area that needs a <br />drainage improvement. <br />Administrator Achen explained that the report from Bannister and <br />Short didn't say there will be problems with the two existing houses, <br />but the development of the other lots may create drainage problems <br />to the West. There will have to be provisions to prevent that. <br />Mr. Harstad stated that he will only build split entries on the <br />land. He said that he doesn't object to establishing a storm water <br />district and would like to see Edgewood surfaced. <br />Administrator Achen recommended Council direct the Building Official <br />to withhold issuance of further building permits in the plat until <br />the City Engineer is able to confer with the storm water drainage <br />consultant and develop recommendations on these specific parcels. <br />Hopefully this can be accomplished in time for the February 28, <br />1977, Council meeting. <br />
