February 14, 1977 <br />Page 13 <br />Mr. Harstad stated that there already has been a moratorium for <br />11/2 years and still the report hasn't been done. Mr. llarstad <br />stated that he did n 't think that the moratorium was legal. <br />Administrator Achen stated that Ir. llarstad had started work <br />without a building permit. <br />iSP (Pickar - Ziebarth) that action be withheld on issuing building <br />permits until a study can be done by the Staff and report back to the <br />Council at the next meeting. 4 ayes <br />SENATE FILE 103 RELATING TO EXEMPTION OF HOLE IMPROVEiENTS FROM <br />PROPERTY TAXATION <br />Administrator Achen stated that he felt this would be of some <br />interest to the Council as an attempt to provide some tax relief. <br />The Minnesota League of Cities doesn't have a formal opinion on <br />the proposal. There are two schools of thought on this. First, <br />this would provide tax relief to home owners that want to make <br />improvements that don't increase the living area and second, the <br />appraisal's office is already behind the way it is without adding <br />additional exceptions and this is susceptible to different interpre- <br />tations. There are questions if this proposal provides tax relief <br />or just relief to certain categories of neighborhoods. <br />Mayor Pickar stated that he feels Senator Benedicts efforts are good, <br />otherwise it discourages people from keeping up their houses. <br />Councilmember Baumgartner stated that something like this was <br />attempted by a City Council before but one of the arguments was that <br />the property values are the basic concept of the taxing system. This <br />may upset the structural system. Councilmember Baumgartner suggested <br />that the Council not commit themselves until they get a chance to read <br />the different studies that will be coming. <br />Councilmember Rowley agreed. <br />Councilmember Ziebarth stated that it seems the bill is using the <br />energy crisis to promote it. He stated that his concern is energy <br />saving devices as improvements. Councilmember Ziebarth stated that <br />Rep. Myson is involved with a bill of this type that has a better <br />chance of passing. <br />PROPOSED COMMUNITY DEVELOP'IENT BLOCK GRANT APPLICATION <br />Administrator Achen explained how the Staff reviewed this matter <br />and pointed out the different sections of the Hillview Area and what <br />work is needed in each section. The proposal that the Staff is <br />suggesting contains two of the three major outlets for the storm <br />drainage. Administrator Achen recommended the City apply for 00,000 <br />and use this for the single family portion of the assessments. The <br />City would have to spread the rest of the assessment cost against <br />the single family hones but it will be less than one -sixth of what <br />
