Administrator Achen explained that the Staff <br />felt it would be easier for the undeveloped land to pay the assessments <br />than the developed land. <br />layor Pickar asked if this would be discriminating against the <br />multiple and commercial property. <br />Administrator Achen stated that HUD wouldn't look favorably at spending <br />funds of revenue producing property. Administrator Achen stated that <br />this project may be easier to sell because the residential assessments <br />will not be that great. Administrator Achen reviewed the remaining <br />section of storm drainage work. He suggested that the City apply for <br />Public Works Grant money for this work. The remaining section includes <br />about 50% of the City. <br />Engineer Hubbard stated that without the funding, the cost would be <br />about S525 per lot. If the funding was approved, it would reduce <br />the assessment to about S1E0 per lot. <br />Administrator Achen stated that he did not know what the chances of <br />getting the grant were. The City of Blaine justified their application <br />on the basis of eminent public hazards. Mounds View plans are based <br />more on a significant public problem. Administrator Achen stated that <br />they would site the report in their application. <br />Mayor Pickar stated that he felt this proposal makes more sense and <br />is more saleable. <br />Administrator Achen suggested that the City hire someons'afi • a consulting <br />basis if the City is asked to submit final plans. Then the application <br />will have pretty good chance of receiving approval. <br />Attorney Meyers stated that there will also be right of way acquisition <br />costs involved. <br />1SP (Ziebarth-,Baumgartner) to authorize the Mayor to execute application <br />on behalf of the City for this project. 4 ayes <br />Councilmember Rowley stated that she would like to keep the public <br />informed and up to date on this. <br />ATTORNEY MEYER'S REPORT. Attorney Meyers stated that by the next <br />meeting, the City will have to make arrangements to pay the final <br />balance on the BE Enterprises billing. <br />ADMINISTRATOR ACHEN'S REPORT AdministratorAchen stated that this was <br />Carla Wirth's last meeting. She will be working for the City of Coon <br />Rapids. Mayor Pickar thanked Carla for her work. <br />ENGINEER HUBBARD had nothing to report. <br />
