PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called <br />to order by Mayor Pickar at 7:30 PM, March 28, 1977, at the <br />Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112. <br />Members <br />present: Mayor Pickar Also present: Administrator Achen <br />Councilmember Ziebarth Attorney Meyers <br />Councilmember Hodges Engineer Hubbard <br />Councilmember Baumgartner <br />Councilmember Rowley <br />MSP (Baumgartner- Hodges) to approve the minutes of the March 14, <br />1977, regular meeting. 5 ayes <br />CITIZEN COMMENTS AND REQUESTS: Howard Neisen, 5150 Irondale Rd., <br />expressed his appreciation for the flowers sent to his mother's <br />funeral. He discussed the tax breakdown areas and tax increases. <br />There was a memo from Admin. Achen which basically provided <br />figures on assessed values, levies and mill rates. The average <br />tax increase should have been about 13.4 %. <br />Councilmember Baumgartner questioned whether the State will <br />provide financial assistance for dutch elm control in the cities, <br />and whether cities will be required to match state funds. <br />Representative Neisen indicated that several proposals are pending <br />in the Legislature on the subject of shade tree disease control. <br />He is not certain which proposals have the most likelihood of <br />passage. <br />APPROVAL OF CONSENT AGENDA: Mayor Pickar asked that Item C be <br />removed from the consent agenda with regard to approval of speci- <br />fications for the purchase of front mounted rotary mower. <br />MSP (Pickar- Baumgartner) to approve the following consent agenda <br />items, with the exception of Item C: <br />ITEM A.
