Achen said that Fashion Discovery feels it is necessary <br />to have this extra advertising for their new opening in the <br />Center. Councilmember Hodges felt that a 30 -day permit should be <br />allowed to advertise a grand opening, but that all signs must <br />have a permit. <br />MSP (Baumgartner - Ziebarth) to grant Fashion Discovery a 30 -day <br />temporary sign permit to expire on April 30, 1977. The sign <br />shall not have blinking lights. <br />EMPLOYEE ASSISTANCE PROGRAM <br />5 ayes <br />Admin. Achen explained that at a cost of $4 annually per employee <br />(approximately $152), Mounds View can participate in the employee <br />assistance program through the Ramsey County Employee Guidance <br />Service. Admin. Achen explained that the fee is zero through <br />June 30, 1977. He anticipated that the $4 annual fee would be a <br />continuing, on -going cost, and that if state funding reduces, <br />the fee could increase further. Councilmember Ziebarth believes <br />that the cost is on a graduated scale. Mayor Pickar would like <br />to find out more about it. Councilmember Hodges asked if we are <br />going to join now, can we drop out later if the cost becomes <br />prohibitive? Admin. Achen said we are not legally committed <br />to continue participation. There are presently 33 full -time <br />employees in addition to 4 permanent part -time employees. The <br />agency is for referral service only, not treatment. The program <br />was started as an alternative to dismissal in cases where employees <br />have alcohol and drug problems. These problems are difficult <br />for the employee to admit and difficult for the supervisor to <br />handle. The program is an excellent method for the employer <br />to offer help to an employee without getting personally involved. <br />MSP (Pickar - Ziebarth) to adopt Resolution No. 822 authorizing <br />participation in the employee assistance program. 5 ayes <br />ADMINISTRATORS REPORT: Admin. Achen presented an explanation <br />of the recent property tax statements received by homeowners. <br />Levies and mill rates were discussed. Admin. Achen stated <br />that the police department tour is scheduled for Thursday evening, <br />March 31. The tour will give Council an opportunity to see the <br />St. Paul jail, the County dispatching center, and the Woodview <br />Detention Center. On Wednesday morning, March 30, department heads <br />will tour the public works facilities. <br />ATTORNEY MEYERS REPORT: Attorney Meyers discussed his recent <br />conversation and correspondence with Art Goebel Ford concerning <br />the bid they made on a police car for the City. The ART GOEBEL <br />FORD BID was accepted by the City, along with the check they <br />posted, but due to a strike by Ford personnel, delivery of the <br />car was delayed. After repeated delays the city decided to cancel <br />the order because of the urgent need for a replacement of a <br />police squad car. The Art Goebel representative did not feel <br />that this was fair because they fully intended to deliver the <br />
