PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to order by Mayor <br />Pickar at 7:30 PM on May 9, 1977, at the Mounds View City Hall, 2401 Highway 10, <br />Mounds View, Minnesota 55112. <br />Members Present: Also Present: <br />Mayor Pickar <br />Councilmember Hodges <br />Councilmember Baumgartner <br />Councilmember Rowley <br />Councilmember Ziebarth <br />Clerk - Administrator Achen <br />Attorney Meyers <br />Engineer Hubbard <br />MSP (Rowley - Hodges) to approve the minutes of the April 25, 1977 regular <br />meeting. 5 ayes <br />CITIZEN COMMENTS AND RE1)U ESTS <br />Darlene McPeters, 7750 Silver Lake Road, expressed her concern that the ordinance <br />regarding off- street parking requirements for commercial and recreational vehicles <br />had been passed without sufficient public notice. She felt that it was a very <br />controversial issue and that those concerned with the issue did not receive <br />adequate notice to present themselves and state their views before the ordinance <br />was passed. <br />Mayor Pickar stated that there had been quite a bit of attention and discussion <br />spent on the ordinance in the past and that notice had been published in the <br />New Brighton Bulletin. <br />Mrs. McPeters asked if there was any way to change the ordinance and Mayor Pc:I:car <br />replied that a request could be made to the Planning Commission for a hearing <br />on the ordinance. <br />The question arose as to out of town visitors and Councilmember Baumgartner <br />stated that there is presently a 60 hour time period to cover visitors with <br />motor vehicles. He stated that the revision to Chapter 40 was two years in the <br />making and that the parking of recreational vehicles was the most controversial <br />item of the whole revision, and that the item is on the Planning Commission agenda <br />for the May 11, 1977 meeting. <br />Mayor Pickar stated that the meeting at this time would advance to the public <br />hearings on the agenda, as these people had first priority since they were on <br />the agenda, and that upon the completion of the public hearings, the Council <br />meeting would continue with Citizen Comments. <br />Mayor Pickar recessed the general meeting and opened the hearings. <br />PUBLIC HEARINGS - PUBLIC IMPROVEMENTS - PROJECT 1977 -2 <br />Engineer Hubbard explained the proposed improvement project and asked Council to <br />determine whether the project should be ordered. A petition, requesting the <br />improvements, has been received from Berwyn Christiansen and reviewed by Attorney <br />Meyers. <br />
