July 25, 1977 Page 5 <br />SUBURBAN RAMSEY COUNTY EMERGENCY COMMUNICATIONS BOARD - JOINT POWERS AGREEMENT <br />Admin. Achen reported that the joint powers agreement for Suburban Ramsey County <br />Emergency Communications Board had been reviewed and approved by the City Attorney <br />and recommended adoption of the enabling resolution submitted at the July 11, <br />1977, Council meeting. <br />Mayor Pickar asked if the problems that had been previously noted had been worked <br />out satisfactorily. Admin. Achen replied that the only problem had been a <br />question of participation by Spring Lake Park and that they would be added under <br />Article V, Section 3. <br />MSP (Ziebarth- Hodges) to adopt Resolution #845 for the joint powers agreement <br />for the Suburban Ramsey County Emergency Communications Board. 5 ayes <br />MINNESOTA BENEFIT ASSOCIATION - EMPLOYEE PAYROLL DEDUCTIONS <br />Mayor Pickar stated that he had put the item back on the agenda after the Council <br />had turned it down because he had spoken to representatives of the Minnesota <br />Benefit Association (MBA) at the League of Minnesota Cities in Rochester and that <br />he now understood the program better. He had been under the impression that the <br />MBA was a profitable organization but after speaking to representatives of MBA, <br />learned that it is a non - profit organization who represents several insurance <br />companies and whose purpose is to find the best insurance available for each <br />employee at the best cost. Mayor Pickar stated that he felt the MBA should be <br />approved for payroll deductions if an employee should choose. <br />Councilmember Ziebarth asked if there was presently a payroll deduction system <br />for the City employees. Admin. Achen replied that there are presently payroll <br />deductions taken for group health, the credit union, union dues and the United <br />Fund. <br />Councilmember Ziebarth stated that he was concerned with how the contract reads <br />and wondered if the expense of payroll deductions would have to be negotiated <br />with the unions before being approved. Admin. Achen replied that it was not <br />negotiable, to his knowledge, based on past discussions. <br />Councilmember Ziebarth asked what the expense would be to the City to have another <br />payroll deduction taken. Admin. Achen replied that would be the responsibility <br />of the City bookkeeper, and it would depend upon the number of employees who <br />signed up to participate. If just a few employees chose to have the deduction <br />taken, the cost would not be great. However, if a good number of employees went <br />with the program, the cost and time spent could become considerable. <br />Councilmember Ziebarth asked where it would stop if the payroll deduction was <br />approved and stated that he felt it should be a negotiable item if there was <br />going to be an expense to the City. <br />Mayor Pickar stated that MBA would not be contacting employees until the City <br />had approved a payroll deduction and thus, there would not be employee requests <br />for this until the City had approved it, and consequently, they would not know <br />in advance of employee interest. <br />
