August 8, 1977 Page 13 <br />that conflict of interest is covered under Ordinance 215 and that they should follow <br />it. <br />COUNCILMEMBER ROWLEY'S REPORT <br />Councilmember Rowley had no report. <br />MAYOR PICKAR'S REPORT <br />Mayor Pickar asked if any news had been received from the State regarding the starting <br />date for the noise barrier on 35W. Engineer Hubbard replied that bids are to be <br />received during August and that the completion date is scheduled for June 8, 1979, which <br />does include the landscaping work. <br />Mayor Pickar asked what the situation was on the utility bills. Administrator Achen <br />replied that they are anticipating the ones that were due in April and that as of <br />last week, they hoped to have them out by August 15. He reported that problems have <br />occurred because there are seven communities involved in the computer system and each <br />community requires modification of the program for their billings. The bills will not <br />be sent in any closer frequency than two months, so the billings will be backed up for <br />awhile. <br />Mayor Pickar asked how the lack of income in the utility fund was working. Administrator <br />Achen replied that they are losing the interest income off the money. Right now billings <br />are being planned for August, October, December, February and April, at which time they <br />will be caught up. <br />Councilmember Ziebarth asked if the bugs were not worked out if the City could go back <br />to the old system.
