PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A special meeting of the Mounds View City Council was called to order by Mayor <br />Pickar at 7:00 PM on October 3, 1977, at the Mounds View City Hall, 2401 Highway 10, <br />Mounds View, MN 55112. <br />Members Present: Also Present: <br />Mayor Pickar <br />Councilmember Hodges <br />Councilmember Baumgartner <br />Councilmember Rowley <br />Councilmember Ziebarth <br />Clerk- Administrator Achen <br />Mayor Pickar explained that the purpose of this meeting is to receive public <br />comments and input on the proposed 1978 budget. He asked Administrator Achen to <br />explain the changes that Council has made in its budget work sessions to date. <br />Administrator Achen distributed a memorandum explaining those changes. He indicated <br />that General Fund current revenues will increase by $3,000 for electrical inspection <br />permits. He indicated that a corresponding $3,000 increase in the Inspections <br />Department expenditures will result from the costs of the electrical inspector. <br />The Fire Department budget has been reduced to $44,000. The Recreation Department <br />budget has been increased $300 to provide a full $500 subsidy of the Sunrise Seniors. <br />Administrator Achen also stated that the Council has decided to install a new hockey <br />rink and lighting in Greenfield Park rather than redo the existing rink and lighting <br />at Woodcrest Park. The fencing and ballfield at Woodcrest Park have also been <br />deleted from the budget. In place of the ballfield for Woodcrest and Edgewood Jr.. <br />High School is now a $3,300 appropriation for ballfields south of Highway 10. <br />Mayor Pickar asked if there were any citizens present desiring to comment or make <br />suggestions on the budget? There were none. <br />Councilmember Baumgartner indicated that he could see the possible problems with <br />putting a ballfield at Woodcrest Park without also installing the knockdown hockey <br />boards. He supported the staff's recommendation that the possibility of expanding <br />ballfield facilities at Edgewood Jr. High School be pursued. <br />Councilmember Baumgartner asked whether the $7,500 included in revenue sharing <br />expenditures for finishing city hall basement included the costs of remodeling <br />the basement for the Recreation Department offices. Administrator Achen responded <br />that it does not. The latter is covered by $6,800 appropriated in the 1977 budget <br />from revenue sharing. <br />Councilmember Ziebarth asked whether the costs for finishing the city hall basement <br />included a room divider to allow more than one group at a time in the basement. <br />Administrator Achen indicated that staff had not had time to prepare a cost <br />estimate for that, but that a divider could be included as an alternative when <br />bids are requested on the project. <br />
