October 11, 1977 Page 4 <br />going over the estimate and would then face a double assessment. <br />MSP ( Pickar- Ziebarth) to authorize the Mayor and Clerk- Administrator to enter into a <br />waiver of assessment agreement based on an assessment of $377, with the owner of <br />the property, and if there is a substantial increase in the cost to the Balks, <br />that the Council would entertain a plea to reduce the assessments sometime in the <br />future. 4 ayes <br />ATTORNEY MEYERS REPORT <br />Attorney Meyers reported that the City had received a letter from Mr. Beim regard- <br />ing the Northcrest Park development and requesting an interpretation. He stated <br />in his letter that he did not feel he was liable for a park dedication. Attorney <br />Meyers stated that in reviewing the situation, he did feel Mr. Beim was liable <br />for a park dedication. <br />Attorney Meyers also reported that he had received an appraisal from Krause - <br />Anderson regarding the land the City hopes to acquire for Silverview Park. The <br />City had appraised the land at $6,500 per acre, while Krause - Anderson appraised <br />it at $10,000 per acre. Attorney Meyers stated that he did not feel the City and <br />the land owner were that far apart on agreeing on a price. <br />Attorney Meyers also reported that the City had been served with a complaint from <br />James Refrigeration regarding their denial of a conditional use permit. <br />ENGINEER HUBBARD'S REPORT <br />Engineer Hubbard had no report. <br />COUNCILMEMBER ZIEBARTH'S REPORT <br />Councilmember Ziebarth requested Engineer Hubbard to contact Administrator Achen <br />regarding the signing of Bona Road. He stated that he has had discussions with <br />the people from Bona Road and believes they will be present at the next Council <br />meeting. <br />COUNCILMEMBER ROWLEY'S REPORT <br />Councilmember Rowley stated that in the near future she will be going to the Spring <br />Lake Park City Council with a proposal for changes in the contract, maintenance, <br />financing, etc. of Lakeside Park, and that Mayor Pickar woul<d_be going with her. <br />Councilmember Rowley reported that she had taken a tour of the Ramsey County Watershed <br />district and saw some good examples of holding ponds, drainage streams, erosion, etc. <br />COUNCILMEMBER BAUMGARTNER'S REPORT <br />Councilmember Baumgartner stated that there would be a meeting on Thursday night, <br />October 13 to interview the three finalists for the Park and Recreation Director <br />opening. <br />
