PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to order <br />by Mayor Pickar at 7:30 PM on November 28, 1977 at the Mounds View <br />City Hall, 2401 Highway 10, Mounds View, Minnesota 55112. <br />Members Present: Also Present: <br />Councilmember Rowley Clerk- Administrator Achen <br />Councilmember Ziebarth Attorney Meyers <br />Councilmember Hodges Engineer Hubbard <br />Councilmember Baumgartner <br />Mayor Pickar <br />MSP (Hodges - Baumgartner) to approve the minutes of the November 14, <br />1977 minutes as presented. 4 ayes <br />1 abstain <br />Councilmember Ziebarth explained that he was abstaining from the vote <br />as he had not been at the November 14 meeting. <br />CITIZEN COMMENTS AND REQUESTS <br />Ken Beech, 7041 Pleasantview Drive stated that he was having a problem <br />with fox killing the ducks and pheasant on his property. He explained <br />that he owned 3/4 acre on which the ducks and pheasant roamed, and that <br />he had called the Police Department, who told him they could not shoot <br />the fox and referred to the no fire arms law of the City. Mr. Beech <br />also stated that he had contacted the DNR, which said they would shoot <br />the fox if it weren't for the City law. <br />Mayor Pickar replied that Mounds View's law regarding tLe firing of guns <br />within the City was the same as any other city and that the law was made <br />to protect the people. He recommended that Mr. Beech contact City Hall <br />during working hours and discuss the details of his problem with the <br />proper officials. <br />Russell Paul, 7940 Greenfield stated that he felt guns should be allowed <br />to some extent in order to allow for the control of animals such as fox. <br />APPROVAL OF CONSENT AGENDA <br />MSP (Rowley- Ziebarth) to approve the consent agenda as follows: 5 ayes <br />
