January 9, 1978 Page 4 <br />Mayor Pickar recessed the general meeting and opened the public hearing on Crown <br />Auto. <br />CROWN AUTO COMMERCIAL EXPANSION - CONDITIONAL USE PERMIT <br />Doug James introduced himself as the landlord for Crown Auto and stated that the' <br />would like to add two bays to the operation, which would require a conditional use <br />permit. <br />Councilmember Rowley asked if the cars would be allowed to park in front. Mr. James <br />replied that the area was not designated as a parking area but that it was hard to <br />keep the customers from parking there, but that they could install no parking signs <br />to help keep the customers from parking in the front. <br />Administrator Achen reported that Crown Auto would be adding two service bays, an <br />additional dumpster and additional curbing if the conditional use permit request <br />was approved. <br />Mayor Pickar asked if there were any anticipated problems with the number of parking <br />spaces. Mr. James replied that they did not anticipate problems and that Official <br />Rose had taken a survey and found there to be ample parking. <br />Councilmember Ziebarth expressed concern that there would not be enough parking spaces <br />for the number of stalls, and he also expressed concern that the last parking stall <br />on the south was too close to the moving traffic and that injury could occur if some- <br />one in that stall was opening their car door as a car was driving through, and <br />recommended that curbing of some type be put in to provide a buffer. <br />Mr. James replied that the driveway was amply wide and they did not anticipate any <br />problems with the last parking stall. He also added that putting in curbing might <br />present more problems. <br />Mayor Pickar read from the Planning Commission minutes of November 9, 1977 and noted <br />that they had approved the request, with stipulations that concrete curbing be required <br />along all paved lines and on the striped no- parking area across from the outdor <br />storage, and that a screening fence be continued along the north property line, a <br />minimum of 6' high and opaque, and a screen a minimum of 6' high for the dumpster <br />and outdoor storage and that a development agreement be executed to cover that and <br />screening along the west property line, and striping and labeling of the no- parking <br />area in front of the building, except where the parking spaces are indicated. The <br />Planning Commission recommended that a conditional use permit be issued for the <br />variance of 10 parking spaces and for the 12' rear yard setback, and a variance of <br />3' for the parking side yard setback, if the above stipulations were met. <br />Councilmember Ziebarth asked if the owner of the R -1 property directly to the north <br />of Crown Auto had been notified of the addition. Mr. James replied that he had and <br />that the additional fencing would actually be to his benefit as it would provide more <br />screening and a noise barrier. <br />MSP ( Pickar- Hodges) to approve the revision of the Conditional Use Permit to include <br />the recommendations from the Planning Commission's November 9, 1977 minutes and <br />include a traffic divider on the west side of the building. 4 ayes <br />Mayor Pickar closed the public hearing on Crown Auto and opened the public hearing <br />for Dailey Knolls. <br />
