January 9, 1978 Page 6 <br />WALTER SKIBA RETIREMENT <br />Mayor Pickar read Resolution #883 regarding Walter Skiba and his retirement from the <br />City after nearly 20 years of service. Mayor Pickar and all the Council Members <br />thanked Wally for his service to the City. <br />MSP (Pickar - Ziebarth) to pass Resolution #883 for Walter Skiba. 4 ayes <br />ADMINISTRATOR ACHEN'S REPORT <br />Administrator Achen requested that an acting mayor be appointed for 1978. <br />MSP (Pickar - Rowley) to appoint Donald Hodges as acting mayor for 1978. 3ayes <br />Hodges abstained <br />Administrator Achen reported that he and Mayor Pickar had met with representatives <br />from the North Suburban Chamber of Commerce and discussed what the Chamber might do <br />to assist the City in promoting industrial development in the community. The <br />possibility of city membership in the Chamber was discussed also. The Council had <br />previously authorized city membership in the Mounds View Businessmen's Association <br />which is now defunct. Administrator Achen recommended that Council authorize <br />city membership in the North Suburban Chamber of Commerce, with an annual fee of $75, . <br />which would be appropriated from the 1978 contingency. <br />MSP (Hodges - Ziebarth) to approve the expenditure of $75 for city membership in the <br />North Suburban Chamber of Commerce. 4 ayes <br />Administrator Achen stated that Mid - American Auto had not had their information <br />prepared in time for the meeting but that it should be ready for the next agenda <br />session. <br />Administrator Achen reported that the Fire Department had just distributed stickers <br />to all the elementary schools with their new number, 427 -1212, which is through Anoka <br />Central Dispatching. He also stated that the stickers were misleading in that they <br />indicated that all emergency calls should go to that same number, whereas Mounds View <br />has another number for emergencies other than fire, and recommended that new stickers <br />be printed up. <br />Councilmember Rowley suggested that the information could be put on the sign board <br />outside City Hall. <br />ATTORNEY MEYERS REPORT <br />Attorney Meyers reported that he had spoken to the City Attorney for North Oaks., who <br />had reviewed the Youth Service Bureau Joint Powers Agreement and decided that the <br />agreement could be extended without the individual City's approval. The North Oaks <br />attorney wrote a letter to the Youth Service Bureau stating thatNorth Oaks did not <br />want to be bound by that. The New Brighton City Attorney also agrees with that and <br />has written a letter to the Youth Service Bureau also. Attorney Meyers stated that <br />he would prefer to see the contract amended rather than just writing a letter. <br />MSP (Hodges - Ziebarth) to direct the City Attorney to write a letter to the Youth <br />Service Bureau stating that Mounds View does not want to be bound by extensions <br />without their approval. 4 ayes <br />
