January 23, 1978 Page 5 <br />that the City and the developer had met with Mn /DOT to work out the street plan to <br />coordinate the Northcrest property and District 2 for development, and that the <br />original street plan basically considered the Northcrest Property and left the <br />southeast corner unserviced and in general was not a good street plan for the rest <br />of the district. The City had Midwest Planning do a study of the area bounded <br />by 35W, County Road H and County Road H2 and Highway 10, in terms of Highway 10 <br />use in it's present state and after New 10 has been developed. The initial median <br />cut that was proposed for the development on Highway 10 has now been moved to a <br />more centralized location between County Roads H and H2, which lines the roads <br />up better. <br />Councilmember Baumgartner asked if the other property owners had been notified of <br />the meeting. Administrator Achen replied that official notice had been sent of <br />the meeting but that they might not be aware of the changes that had been made in <br />the road plan. <br />Councilmember Baumgartner-stated that from day one, the Planning Commission has not <br />wanted a through street to go out of the development onto County Road H2, below <br />the multiple family area, and that they had voted 4 -3 to accept the road plan for <br />Quincy. <br />Mr. Beim stated that the application for the project had been submitted to the City <br />over one year ago and that their main concern now was to avoid any more delays in <br />the project. <br />Councilmember Rowley pointed out that the Council has the option to put stop signs <br />and weight restrictions on the road to prevent truck traffic from going through. <br />She also stated that she felt the residents should be informed of the proposed road. <br />Administrator Achen stated that there were four issues to be considered, the street <br />plan, the zoning, the actual road alignment and the timing of public improvements. <br />Mr. Beim stated that he had met with Mr. Herbst and Mr. Weiss, the other two property <br />owners some time ago and that they had been in agreement with the proposed plan. <br />Councilmember Ziebarth stated that if Quincy did not go through, there would still <br />be curb cuts for the apartments. He also questioned that if Quincy did go through, <br />the the apartment people could be routed out onto Quincy, then H2, rather than <br />directly onto H2. Administrator Achen replied that it would be better to have them <br />exit onto Quincy rather than H2. He also pointed out that if the Council approves <br />the preliminary plat and the rezoning of the property to the basic uses, the imple- <br />mentation of the final plat would still be a ways off. <br />Mayor Pickar suggested that the preliminary plat and zoning could be approved as <br />submitted but that access for Quincy onto H2 be denied at this time. <br />Councilmember Rowley stated that she did not feel that just two entrances into the <br />development, from Highway 10, would be wise as emergency vehicles would be very <br />limited in their access to the area. <br />Mayor Pickar questioned at what point the residents could provide their input on the <br />development. Administrator Achen replied that a public hearing could be set for the <br />public improvements and all the people could be called in. <br />
