PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to order by Mayor <br />Pickar at 7:30 PM on February 13, 1978 at the Mounds View City Hall, 2401 <br />Highway 10, Mounds View, Minnesota 55112. <br />Members Present: Also Present: <br />Councilmember Baumgartner <br />Councilmember Rowley <br />Councilmember Ziebarth <br />Councilmember Hodges <br />Mayor Pickar <br />Clerk /Administrator Achen <br />Attorney Meyers <br />Engineer Hubbard <br />MSP (Hodges-Ziebarth) to approve the January 23, 1978 minutes as presented. ayes <br />CITIZEN COMMENTS AND REQUESTS <br />duel Wold, 2616 Hillview asked if any changes had been made in the trucking <br />ordinance yet and questioned if moving vans or delivery trucks would be allowed <br />into the City under the present ordinance. <br />Mayor Pickar replied that the issue had not been discussed further but that his <br />interpretation of the ordinance was that trucks would be allowed while they <br />were working on a job, i.e., delivering something. <br />Barb Haake stated that according to Mounds View's zoning code, delivery trucks <br />and so forth would be allowed. She also stated that the Mounds View Planning <br />Commission had spent 18 months reviewing the zoning plan and asked that the <br />Council uphold the ordinance as it reads. <br />Charlotte Fields, 22.55 Lambert asked who was in favor of the ordinance. Mayor <br />Pickar replied that he knew of several residents who backed the ordinance. He. <br />also stated that they seemed to be the silent majority, as people who are in <br />favor of something usually don't speak out as much as those who are against <br />somethi nc1. <br />Dan Snare, 5138 Long Lake Road presented the Council with a petition of 300 signa- <br />tures of Mounds View citizens in favor of the ordinance and stated that several <br />more signatures would follow. <br />Steve Zebro, 2.320 Sherwood asked how long the ordinance had been in effect since <br />he had heard nothing of it until being issued a citation recently. Mayor Pickar <br />replied that the ordinance had been passed approximately two months ago. Mr. Zebro <br />asked how he was supposed to get back and forth to work if he was not allowed to <br />drive his truck in the city. Mayor Pickar replied that some type of arrangement <br />must be made. <br />Councilmember Ziebarth stated that he believed many of the residents of the City <br />
