April 24, 1978 Page 8 <br />Jerry Wambach, 2748 Ardan Avenue asked if the assessment would be applied when <br />the property is developed. Administrator Achen replied that the assessment would <br />be levied at the time the building permit is applied for. <br />Mr. McCarty stated that he could understand the problems the developers would have <br />but that he felt the City has reached a saturation point drainage wise and that he <br />felt further development would be the breaking point. He pointed out that the <br />ordinance would give them the opportunity to either sit on the land until the City <br />makes a decision or pay the assessment now and begin development. <br />Ernie Gustafson, 2525 County Road I stated that he had lived in the City for over <br />30 years and that this was the first time he had heard of anyone saying they had <br />water problems. He added that Project 1978 -1 was turned down but that the City was <br />already working on another project for $1,500,000 or so and that he did not see the <br />need for any system at all. <br />Russ Underdahl stated that he owns a home high on a hill and has spent a fortune trying <br />to make the basement waterproof yet has had water in his basement each spring. He <br />stated that he felt it was an act of God. <br />MSP (Ziebarth - Pickar) to adopt Chapter 25, Storm Drainage Management Fund, <br />Ordinance #276. <br />Councilmember Ziebarth - aye <br />Councilmember Baumgartner - aye <br />Councilmember Rowley - aye <br />Mayor Pickar -- aye <br />DEVELOPMENT PROPOSALS MERMAID SUPPER CLUB 24 LANE BOWLING CENTER ADDITION <br />Administrator Achen reported that the Planning Commission had reviewed the plan at <br />their April 10 meeting and recommended approval of the development. <br />Charles Hall stated that the Planning Commission had accepted his new plan as he <br />submitted it and that he had made several changes before going before the Planning <br />Commission to improve the plan. <br />Mayor Pickar pointed out that Staff had recommended that a physical catch basin <br />be installed. Engineer Hubbard replied the matter had ben discussed and they felt <br />it would be best to put in a baffle similar to what Mr. Hall presently has. He <br />added that they had checked to see if there was a storm sewer along County Road H <br />and that there was one 50 -80' away that could be reached with a connection. <br />Mr. Hall stated that he had checked with the Rice Creek Water Shed District and <br />received their approval of his plan. He added that it would be very expensive for <br />him to put in an extension to the existing storm sewer on County Road H. He pointed <br />out that the baffle he had put in the previous fall had cost him $2700. <br />Mayor Pickar pointed out that Staff had also recommended cement curbing rather than <br />asphalt. Mr. Hall replied that if the City required him to put in a 12" culvert to <br />connect to the 24" culvert, he would be spending approximately $3000 more than he <br />has financed, and that he could not afford the cement curb and did not feel it was <br />necessary. He added that he takes no water from Perkins and that all the water on <br />his lot travels to the center. Mr. Hall stated that he would be willing to put <br />asphalt curbing in on the south side and that he would like to go with a 12 "x8" curb <br />4 ayes <br />
