PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to order by Mayor <br />Pickar at 7:30 PM on May 8, 1978 at the Mounds View City Hall, 2401 Highway 10, <br />Mounds View, Minnesota 55112. <br />Members Present: Also Present: <br />Mayor Pickar <br />Councilmember Ziebarth <br />Councilmember Hodges <br />Councilmember Baumgartner <br />Councilmember Rowley <br />Clerk /Administrator Achen <br />Attorney Meyers <br />Engineer Hubbard <br />MSP (Ziebarth - Rowley) to approve the minutes of the April 24, 1978 meeting. <br />Councilmember Hodges stated that he was abstaining from the vote as he had not been <br />present at the April 24, 1978 meeting. <br />CITIZEN COMMENTS AND REQUESTS <br />4 ayes <br />1 abstain <br />John Nieswak, 2311 Oakwood Drive asked when the SDM fund had been established and <br />put into effect. Mayor Pickar replied that it had been established a few weeks <br />ago and put into effect immediately, at the April 24, 1978 Council meeting. <br />Mr. Nieswak asked why the people of Mounds View were not informed of it. Mayor <br />Pickar replied that the issue had been discussed at the meeting on April 24 and <br />added that the fund should have been established a long time ago. He explained <br />that the SDM fund will place an assessment against anyone who adds square footage <br />to non - drainage lands, which allows the City to build a cash reserve for the drainage <br />problems it has. <br />Mr. Nieswak stated that he felt the assessment penalizes the people who want to <br />develop in the City. Councilmember Ziebarth replied that he felt the issue could <br />be looked at two ways, whether you are the one being assessed or the one experiencing <br />water problems. He added that in the long run the fund will pay off. <br />Mr. Nieswak stated that he had had water problems three years ago and took care of <br />them and thus did not feel he should have to help pay for the system. Administrator <br />Achen replied that the philosophy is that anyone who adds on causes their water to <br />go somewhere else and thus contributes to the overall drainage problem in the City. <br />He added that the fund will be used solely to assist in drainage improvements. <br />Mr. Nieswak asked if the SDM fund applies to every type of building permit issued <br />in Mounds View. Mayor Pickar replied that everyone is assessed for any type of <br />improvement that will affect the run -off rate. <br />
