May 8, 1978 Page 2 <br />APPROVAL OF CONSENT AGENDA <br />Councilmember Rowley requested that Item A be removed from the Consent Agenda. <br />MSP (Rowley - Hodges) to approve the consent agenda as follows: <br />ITEM B. Authorize execution of a memorandum of understanding with the Twin Cities <br />Tree Trust for city participation in the Ramsey County tree nursery <br />facilitiy. <br />ITEM C. Appoint William D. Flynn as part -time, summer park maintenance laborer <br />effective May 1, 1978, at an hourly rate of $3.00. <br />ITEM D. Approve the May 8, 1978, bills for payment. <br />ITEM E. Approve the following licenses: <br />GENERAL CONTRACTORS - expire 6/30/78 <br />Gilbert Construction Co. Inc. - renewal <br />1202 Jackson St. <br />St. Paul, MN 55117 <br />Arrow Fence - renewal <br />18641 NE Highway 65 <br />Cedar, MN 55011 <br />Councilmember Rowley stated that she was curious as to how the decision to purchase <br />two picnic kits was arrived at. She stated that she felt other items were needed <br />more, such as picnic tables, signs identifying parks and trash barrels. <br />Park Director Anderson replied that he had presented a memo to the Park Commission <br />outlining four alternatives and that it was felt picnic kits would be of the most <br />direct benefit to the community. He added that notification that they are available <br />will be made in the summer bulletin. <br />5 ayes <br />MSP (Pickar - Ziebarth) to approve Item A, to accept the recommendation of the Park and <br />Recreation Commission to purchase two picnic /outing equipment sets for loan to <br />residents. The purchase shall be made with funds donated by the Mounds View Snow- <br />mobile Club. 5 ayes <br />Mayor Pickar recessed the general meeting and opened the public hearing on Pleasant <br />Acres. <br />RESIDENTIAL DEVELOPMENT PLEASANT ACRES REVISED PRELIMINARY PLAT <br />Administrator Achen reported that the applicant, Keith Harstad, had come before the <br />Council in February and that the Council approved a plat which included only the three <br />southern most lots. There were two separate physical parcels and there were also some <br />questions at the time on the part of both the City and developer as to the two outlots <br />that were proposed. Administrator Achen added that since that time the developer has <br />removed the outlots and created two large lots. The developer had hoped to consolidate <br />the outlots with the adjacent land. Also, the parcel of land which was owned by the <br />Rosenquist's was not included in the plat although a portion of that property was <br />
