Councilmember Baumgartner replied that if Staff feels there <br />might be a drainage problem, they will request a site plan. <br />Administrator Achen stated that it was his understanding that what the Task Force <br />should review was any development of more than two single family lots. <br />Mr. McCarty stated that his main concern was avoiding problems with people building <br />up their lots and that he wants to know what will be done with each piece of property. <br />Councilmember Baumgartner replied that there is a building inspector, a professional <br />staff in- house, a Planning Commission and City Council and asked if everything must <br />go before the Task Force, what would be next. <br />Councilmember Ziebarth stated that the City is somewhat backlogged now due to the <br />moratorium but once everything is caught up, he feels that it would be a worthwhile <br />contribution to have the Task Force review each proposal. He added that the Planning <br />Commission does not go out and review each site so he felt it would be beneficial to <br />have the Task Force reviewing them. <br />Councilmember Baumgartner asked why Councilmember Ziebarth thounht the Planning <br />Commission did not go out and review the sites. Administrator Achen added that <br />Staff often requests the Planning Commission to go out and view the sites. <br />Councilmember Ziebarth pointed out that a developer could come in and request single <br />lot approval, which would then bypass the Task Force. <br />Mr. Sjodin stated that part of the agreement he would be signing would be that he <br />would not building on the other lots yet. He added that the Planning Commission <br />members did review his lot. <br />Mr. McCarty stated that he was still concerned that each lot must be checked by the <br />Task Force, and that they did not want to be two - lotted and minor subdivided into <br />another drainage problem. <br />Mr. Sjodin stated that the City does not allow this since where there is a chance to <br />divide up piece -meal, the developer is told to go with a major subdivision or nothing <br />at all. He added that the only reason he cannot go with a major subdivision now is <br />because a decision has not been made on the road. <br />Administrator Achen stated that the Council should establish a policy on how they want <br />to review the developments. The way the policy reads now is that the Task Force <br />review more than two homes. <br />Neil Loeding, 5046 Longview Drive stated that he would like to know what the problem <br />is with the Task Force reviewing all improvements. Mayor Pickar replied that he <br />would have no objection to having the Task Force attend the Planning Commission <br />meetings and reviewing the proposals and items. <br />Mr. Loeding stated that the Task Force is not familiar with the routine of the <br />approvals and asked when the City Engineer reviews them. Engineer Hubbard replied <br />that on a case such as this, he would review it at the building permit time. On <br />major subdivisions grading plans are required and Staff makes recommendations on <br />any needed improvements. <br />Administrator Achen explained that when an application is filed, the Staff reviews <br />it and prepares a report for the Planning Commission.
