May 8, 1978 Page 9 <br />MSP (Baumgartner - Rowley) to approve the Softball Tournament Policy dated 5/3/78 <br />with the exception that Item 3 not be in the policy, Item 3 being a 3.2 beer <br />concession permit. <br />Mayor Pickar stated that he had voted against the motion as he felt as long as <br />the policy was on a trial basis that it should be approved. <br />Councilmember Ziebarth stated that he voted against the motion as there would be <br />beer at the tournaments and that by allowing a 3.2 beer concession, there would at <br />least be some control over it. He added that 3.2 beer would control the rate of <br />intoxification. He added that it was the consensus of the Park and Recreation <br />Commission that it was a legitimate reason for trying the policy on a trial basis. <br />Councilmember Baumgartner asked what the criteria would be for pulling the policy <br />out. Park Director Anderson replied that he would be considering the response <br />from the Police Department, from the people involved and the condition of the field <br />after the tournament. <br />3 ayes <br />2 nays <br />PARKS AND RECREATION - BICENTENNIAL PLANTER <br />Park Director Anderson reported that the issue of the bicentennial planter was brought <br />up at the March Park Commission meeting and that Staff has examined the site and come <br />up with a proposal for a more permanent replanting. He stated that he would like to <br />spell out the letters "MV" and would recommend that the existing spreading junriipers <br />be replanted by the sign in front of City Hall. He also added that he would like to <br />see a civic organization take responsibility for the upkeep of the plants but that <br />Staff would assume that responsibility if a civic organization was not found. Park <br />Director Anderson added that CETA employees have been applied for who could care for <br />it <br />Councilmember Ziebarth stated that he has heard comments from many places about the <br />planter and that he feels it enhances the beauty of the City. <br />MSP (Ziebarth - Rowley) to approve the project for the planter for the south of the <br />City Hall parking lot, with funding coming from the general fund contingency, not <br />to exceed $250. <br />5 ayes <br />CONVERSION TO BIWEEKLY PAYROLL SYSTEM <br />Administrator Achen stated that the issue had been discussed at the last agenda <br />meeting and that as the ordinance now stands, employees get paid on the 15th and <br />end of the month, whereas the proposed ordinance would change that to bi- weekly <br />and the resolution would enforce it.
