Administrator Achen added that <br />in addition letters were sent to on -sale licenses last year indicating fire safety <br />would be a city concern at renewal time and that the Council may wish to address <br />Anchor Inn's grease problem. <br />Councilmember Rowley asked if the Mermaid has installed fire safety improvements yet. <br />Administrator Achen replied that he was not sure but that he believed Mr. Hall would <br />be doing it during his expansion. <br />Mayor Pickar stated he would like to schedule a discussion on the Launching Pad <br />during one of the regular meetings and perhaps discuss it first at an agenda meeting. <br />Councilmember Ziebarth added that he would like to have Anchor Inn come in at an <br />agenda session. <br />Councilmember Baumgartner asked if there have been problems with the Launching Pad <br />recently and added that they have put in the improvements they were required to. <br />Administrator Achen replied that he would recommend the Council at least call the <br />Launching Pad in and discuss the issue with them. Attorney Meyers added that he <br />agreed they should be called in. <br />Administrator Achen reported that Local 49 has filed for arbitration and that he has <br />received a list of arbitrator candidates from the Bureau of Mediation Services, which <br />he will discuss with the Labor Relations Associates, then will meet with the union <br />to select an arbitrator. Administrator Achen added that he was not certain how long <br />the process would take. <br />Administrator Achen reported that the Seven - Eleven traffic study has been given to <br />Midwest Planning. He stated Staff was concerned that the technical approach to the <br />problem was not as professional as it should have been. He added that Midwest <br />Planning's report will be presented to the Planning Commission on May 10. <br />Councilmember Ziebarth stated that he has heard of many problems with Seven - Eleven <br />stores in Minneapolis in the past few weeks. Adminstrator Achen added that he has <br />contacted the City of Minneapolis and asked for the information they have accumulated <br />in their studies and that Staff is trying to get as much information as possible. <br />Administrator Achen stated that he has been receiving an increasing number of requests <br />for use of the lower level of City Hall and that requests from private groups and <br />citizens are the most difficult to deal with without a formal policy. Administrator <br />Achen added that he was concerned with the security of the building and that he would <br />recommend if the City Council decides to allow private groups to use the lower level <br />that a priority system for reserving the room be developed. <br />Councilmember Ziebarth questioned requiring 45 days advance notice for private groups. <br />Administrator Achen replied that he could agree but that he wanted to include the <br />maximum amount of time he felt was okay if the Council wanted to open the room. <br />Councilmember Ziebarth stated that he would like to see a designated adult in charge <br />of all functions. Administrator Achen replied that there would be a responsible <br />person. He added that the Council should decide if private groups should be allowed <br />and if so, how far in advance reservations should be required and any fees. <br />
