PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to order by Mayor <br />Pickar at 7 :30 PM on May 22, 1978 at the Mounds View City Hall, 2401 Highway 10, <br />Mounds View, Minnesota 55112. <br />Members Present: Also Present: <br />Mayor Pickar <br />Councilmember Ziebarth <br />Councilmember Hodges <br />Councilmember Baumgartner <br />Councilmember Rowley <br />Clerk- Administrator Achen <br />Attorney Meyers <br />Engineer Hubbard <br />MSP (Hodges - Ziebarth) to approve the minutes of the regular meeting of May 8, <br />1978. 5 ayes <br />CITIZENS COMMENTS AND REQUESTS <br />Loraine Bonin, 8380 Pleasantview Drive stated she had received a warning ticket <br />for parking 8 vehicles in her yard and was told to remove them. She explained <br />that all the cars are licensed and that six of them are running and that she <br />planned on moving within 12 to 16 months but in the meantime had no place to <br />park the cars. She added that the cars are collectors items, not junk cars. <br />Mayor Pickar stated that he would be willing to postpone the ticketing for two <br />weeks until he had a chance to speak to the Police Chief but that the City could <br />not grant a year delay. <br />MSP ( Pickar- Hodges) to delay for two weeks any ticketing that is scheduled to give <br />the City a chance to talk to the Police Chief to see what could be worked out. 5 ayes <br />Charlotte Forslund, 7886 SunnysideRd,stated she was concerned with the SDM charge <br />since she had been paying for a storm sewer which was considered temporary, and thus <br />did not count toward a SDM charge. She added that she felt the original assessment <br />would wipe out the SDM fund and that all money should be returned that had already <br />been collected. <br />Administrator Achen replied that in 1971 and twice before that, Comstock and <br />Davis had written letters to the City indicating there was not a storm sewer system <br />and that the system that had been put in was just a temporary system. He added <br />that for the past several years the City has been told by the engineers that the <br />storm sewer system was not to be considered since it was temporary and would not <br />hold up under future development. He added that there are several areas in the <br />City that have nothing at all, not even a culvert. <br />Duane McCarty, 8060 Long Lake Road stated that he would take the final interpretation <br />from a court of law. He added that 1.5q per square foot was assessed against the <br />citizens and that the SDM policy says that credit will be given for previous assess- <br />ments. <br />Mayor Pickar recessed the general meeting and opened the public hearing for Project <br />1978 -3. <br />
