May 22, 1978 Page 2 <br />PROJECT 1978 -3 PUBLIC IMPROVEMENTS HEARING <br />Mayor Pickar stated that the Council had seen a film in the past regarding the <br />project and recommended that the Planning Commission and Task Force also view the <br />film. He added that the property involved, Northcrest Park, was a program that <br />had been in the making for approximately two years. He added that the storm <br />water drainage problems have been marginal in the past. Mayor Pickar stated that <br />he would not go for assessing any of the residents in the surrounding area for <br />the storm water drainage system, that 100% of the cost would be charged to the <br />developer. <br />Administrator Achen reported that notices were mailed on May 10 and May 11, 1978 <br />to approximately 80 property owners in the City. <br />Attorney Meyers reviewed the procedure under 429.031 which the City was following <br />for the public hearing. <br />Roger Short gave the background of the project and stated that his firm had pro- <br />vided a feasibility report to the City in February and amended it in April 1978. <br />Dan Bosrudd, regional professional engineer with Short, Elliott and Hendrickson <br />reviewed the history of the project and presented sketches of the proposed stages <br />of the project. <br />Administrator Achen reviewed the costs of the phases of the project and reported <br />that the total cost of the project would be $1.8 million and was eligible for State <br />aid. <br />Peter Sargent stated that he would not be speaking for the Task Force due to a <br />conflict of interest and that Neil Loeding would be addressing the issue. <br />Mr. Loeding stated that he had no comment at that time, since the Council would <br />not be addressing the Task Force's statement and preliminary policy guidelines. <br />Mayor Pickar stated that the Council would be getting together with the Task Force <br />on May 25 to discuss the statement and preliminary policy guidelines. <br />Mr. McCarty presented a petition of residents opposing the assessments proposed <br />for Project 1978 -3. Mr. McCarty also asked how much State aid the City would get <br />for the project. Mr. Bosrudd replied that they would not know exactly how much <br />the City would receive until they had applied for the funds. <br />Bill Werner, 2765 Sherwood Road questioned Mayor Pickar's earlier statement that <br />he was opposed to the citizens paying any of the assessment for the storm sewer. <br />Mayor Pickar replied that he was against the storm sewer assessment only and that <br />the majority of the curb and gutter would be paid by State aid. <br />Mr. McCarty replied that the petition he presented states that the citizens are <br />against any assessment at all and that they do not feel they need the curb and <br />gutter. <br />Jim Perron, 2288 Highway 10 stated he lives across the street from the project <br />and that he was against it and would prefer to see residential development rather <br />than industrial. <br />Glen Shaw, Vice President of Programmed Land, owner of the property to the south, <br />stated that he would like to register an objection to portions of the plan as it <br />
