He stated they would object to paying for the reloca- <br />tion of the 12" line which will benefit Northcrest Park only and that they do <br />not need the additional crossing onto Highway 10. He added that they have paid <br />all area charges so they do not feel they should be assessed again. <br />Charlie Herbst, 2299 County Road H stated he was capable of putting in his own <br />storm sewer system and did not need the City to put in one. <br />Loie Halseth, 7666 Knollwood Drive asked what the definition of a storm sewer was. <br />Administrator Achen replied that the findings of Comstock and Davis and Short, <br />Elliott and Hendrickson have indicated that their professional opinion is that the <br />City does not have a professional system of drainage, and in the 1960's, the City <br />received communication that the City was running the risk of drainage problems <br />if the City allowed further development. He added that the definition of <br />a storm sewer system was one of sufficient capacity to carry away drainage during <br />an average capacity storm. <br />Bill Rice, 2932 County Road H2 stated that he had wanted to put in a blacktop <br />driveway and when he went to get a building permit, he was told there would be a <br />$200 charge for the SDM fund. Mayor Pickar replied that any time improvements will <br />add to the impervious area, there will be an assessment. <br />Bill Doty, 3049 Bronson Drive asked if the property owners petitioned, could they <br />change the zoning and down zone the area. Mayor Pickar replied they could but that <br />the tax payers would have to be willing to pay the owner of the property the <br />difference in the land. <br />Mr. Loeding stated that the Task Force generally agrees with the idea that the people <br />should only be assessed that will realize actual benefit. He also asked for a better <br />definition of storm sewer system. Mr. Short replied that a storm sewer system is a <br />property designed system of pipes to interface, convey and discharge surface runoff. <br />Administrator Achen stated that if the SDM fund was abolished, developers would get <br />by for next to nothing and would not have to pay a charge. <br />Attorney Meyers checked the statutes referring to storm sewers but did not find a <br />definition of a storm sewer. <br />Bob Weist stated he owned the land next to the development and that he opposed having <br />the road going through his property. <br />Paul Ashman, 5085 Rainbow Lane asked if the development would help the tax payers. <br />Mayor Pickar replied that any development will help to lower the tax base somewhat. <br />Councilmember Hodges stated he was not against the improvements but he felt the City <br />should consider the ponding area since there are natural ponding areas. He added <br />that the City Council should meet with the Task Force so they know which direction <br />they are going. Councilmember Hodges stated that Project 1978 -1 was turned down and <br />that they should not try to build it piece by piece. <br />Councilmember Baumgartner stated that many good comments had been made, and that he <br />felt senior citizens should be exempt from the assessment but the City should not <br />blanket all senior citizens from the assessment as some were very capable of paying <br />an assessment. He added that he felt the property owners would benefit in the long <br />run from the concrete curb and gutter. <br />
