Mayor <br />Pickar replied that any action would be postponed until the Chief had had an <br />opportunity to review it. <br />ADMINISTRATOR ACHEN'S REPORT <br />Administrator Achen stated that Staff and Midwest Planning are currently reviewing <br />Seven Eleven's traffic impact study and recommended the Council authorize the <br />expenditure from the General Fund Contingency of $1500 for Midwest Planning's <br />services. <br />MSP (Baumgartner - Ziebarth) to hire Midwest Planning to perform a traffic study <br />not to exceed $1500. 5 ayes <br />Councilmember Ziebarth asked if it would be strictly a traffic study. Administrator <br />Achen replied that they would also be analyzing the data prepared by the city and <br />the applicant. <br />Councilmember Rowley stated that she had observed a lack of space at Seven Eleven <br />recently when there were two large delivery trucks there, along with six cars, <br />some of which were blocked by the delivery trucks. <br />Mayor Pickar asked for a clarification of the traffic impact study for Seven <br />Eleven. Official Rose explained that Midwest Planning was doing the traffic <br />impact study. When Midwest Planning and Staff reviewed Seven Eleven's study <br />they found areas that appeared to be smoothed over. He stated that four different <br />traffic configurations were shown going through the property but not at the same <br />time. The applicant's study was conducted on a Monday, which is not a typical <br />day, and Midwest Planning feels that the traffic projections for Silver Lake Road <br />and County Road H -2 may be short. He added that the Seven Eleven gas business <br />may be minimal now but could expand significantly in the future. <br />MSP (Ziebarth - Hodges) to amend the previous motion to refer to a neighborhood <br />traffic impact study. 5 ayes <br />Administrator Achen reported that the June 5 agenda session will be devoted to a <br />review of on -sale liquor license applications, and that he will request that <br />representatives from the Launching Pad attend the meeting. <br />Administrator Achen reported that the League of Minnesota Cities has requested <br />a response to their inquiry about the city's interest in a study on self - insurance <br />for both general institutional coverages and employee health insurance. <br />MSP (Pickar - Rowley) to authorize expenditure of up to $100 from the general fund <br />contingency for a study of municipal self - insurance by the League of Minnesota <br />Cities. <br />Administrator Achen reported that six candidates were interviewed for the position <br />of finance officer and that Donald Brager of Fairmont was strongly favored by <br />the interview committee. Mr. Brager's references recommended him highly. <br />5 ayes <br />MSP (Ziebarth - Baumgartner) to authorize the clerk- administrator to offer the <br />finance officer position to Donald Brager at $16,500. 5 ayes <br />
