June 12, 1978 Page 9 <br />Administrator Achen added that there are presently five curb cuts but that separate <br />curb cuts would involve 12 curb cuts. <br />Councilmember Ziebarth asked if the separate driveways would prevent the sand from <br />washing down the street. Official Rose replied that as long as it was specified <br />that the area be a green area, it should solve the sand problem. <br />WATER CONNECTION CHARGE POLICY <br />Engineer Hubbard reported that he had checked with several other cities to see what <br />they charge for water connections and that Fridley, New Brighton and Arden Hills do <br />it strictly by assessment. <br />Administrator Achen explained that the recommendation is based on the assumption that <br />there will be additional development in the City and that additional development will <br />place extra requirements on the City water facilities and that at some point in time <br />the City will have to make a decision on whether to improve or expand the facilities. <br />He added that the City should plan ahead for that day. <br />Administrator Achen explained that the present rate of $100 was established in 1960. <br />Mayor Pickar stated that he would like to have the commercial rate at the recommended <br />$1600 but that he would like something under $200 for residential, rather than the <br />recommended $250. <br />MSP (Pickar - Baumgartner) that the commercial and industrial per acre charge be $1600 <br />and that single family and multiple unit charges be set at $200 each. 4 ayes <br />Councilmember Baumgartner recommended that the costs be reviewed each year or so in <br />order to keep them current, rather than approving a 150% raise at once. <br />Councilmember Ziebarth agreed that the costs should be reviewed in another year. <br />Neil Loeding asked where the extra money would be going. Mayor Pickar replied that <br />any additional money that is not used in the expense of putting in the water <br />connection would go toward the future improvement. Administrator Achen added that <br />any additional money would be available for the City to use in the utilities area <br />Mr. Loeding asked why the City was looking so far into the future. Administrator <br />Achen replied that it is Staff's recommendation that the City try to avoid placing <br />a burden on property owners by ignoring the problem. <br />ON -SALE LIQUOR LICENSE RENEWALS <br />Mayor Pickar reported that on -sale liquor license renewals had been discussed at the <br />June 5 agenda session. Administrator Achen added that if the City desires to make <br />the requirements discussed binding, some sort of legal documents would have to be <br />entered into. <br />MSP (Pickar - Ziebarth) to enter into agreements, with the Anchor Inn for a $3,000 <br />sanitary sewer maintenance bond, with Donatelle's for sprinkling to be completed <br />by April 30, 1979 and the Launching Pad, for landscaping and fencing, as a condition <br />for issuing on -sale liquor licenses for 1978 -1979, beginning July 1, 1978. 4 ayes <br />
