June 12, 1978 Page 11 <br />ENGINEER HUBBARD'S REPORT <br />Engineer Hubbard reported that because the Council had ordered the City to contact <br />Ramsey County Soil & Water Conservation Department to do soil borings, the Council <br />should discuss the memorandum of understanding with Ramsey Soil & Water Conservation <br />Department at the next Council meeting. <br />COUNCILMEMBER BAUMGARTNER'S REPORT <br />Councilmember Baumgartner reported that the Planning Commission would be meeting <br />on June 14 at 7:30. He added that he would be going on vacation on June 15 and <br />hoped to be back by the June 26 Council meeting. <br />COUNCILMEMBER ROWLEY'S REPORT <br />Councilmember Rowley had no report. <br />COUNCILMEMBER ZIEBARTH'S REPORT <br />Councilmember Ziebarth had no report. <br />MAYOR PICKAR'S REPORT <br />Mayor Pickar reported that the City now has available a wet lands soil density <br />map, which will be available at City Hall. <br />MSP ( Pickar- Ziebarth) to incorporate the information into the City of Mounds View <br />and make it available to any buyer or developer. 4 ayes <br />Mayor Pickar stated he would like to review the SDM charge and amend it to allow <br />credit to home owners for property improvements as he believes it penalizes those <br />people who would like to improve their property. He added that he would have an <br />amendment prepared by the June 26 meeting. <br />Mr. Loeding read the letter he had received from Roger Short, giving the definitions <br />of a storm drain and storm sewer. <br />Mayor Pickar reported that he had received a complaint from the resident at 2221 <br />County Road H2, that the people to the rear of her had put up a fence which was <br />blocking the easement so the utility lines could not be maintained. He added that <br />he would like the City to look into it. <br />Administrator Achen explained that if the fence were improperly placed along the <br />easement, the City or utility company could take it down to maintain the lines and <br />would not be responsible for putting it back or compensation. He added that if <br />there is no easement there, it is their right to put the fence up. <br />Attorney Meyers added that the citizens would have to bring in a petition with 35% <br />of the residents signatures, requesting a road, before the City would act on a <br />road to go through the back of the property. <br />MSP (Baumgartner - Ziebarth) to adjourn the meeting at 12:00 AM. <br />Respectful1 <br />Mark Achen <br />Clerk /Administrator <br />bmitted <br />4 ayes <br />
